About The Position
The County of Riverside's Housing and Workforce Solutions (HWS) is seeking a Contracts and Grants Analyst (Companion) for the Office of Homeless Services (OHS) division in Riverside. This is currently a full‑time companion position with benefits and is expected to transition to a full‑time regular role in February 2026. The companion position allows time for training before the incumbent’s current role is vacated;
if the original employee returns, the companion position will be released.
The Riverside County Department of Housing and Workforce Solutions was created in 2020 to promote social and economic opportunity throughout the county. The Office of Homeless Services, a division of HWS, develops and maintains an effective county‑wide Continuum of Care, organizing supportive social services and housing options for homeless individuals and families to move toward stable housing and self‑sufficiency.
Examples Of Essential Duties- Manage and administer departmental contract operations, including procurement and services planning, financing, evaluation of proposals, and negotiation of contract terms and conditions; recommend a wide range of awards; conduct contract negotiations and renewals.
- Represent the County and the department by acting as a liaison between the department and contractors/service providers to ensure that contracts and grants satisfy all legal and liability considerations.
- Compete for or solicit funding from federal, state or other sources; provide technical assistance to department managers and to contract agencies; write grant proposals and applications; monitor grant implementation for budgetary and operating compliance to grant stipulations.
- Formulate and revise departmental policy and procedure on contracting; ensure fiscal compliance of all contracts and grants; ensure compliance with appropriate federal, state and County regulations.
- Review and monitor all service and revenue contracts; review purchase orders for expenditures.
- Coordinate all initial and follow‑up contract site visits; advise contractors of appropriate compliance in regard to contracts and grants; ensure that contractors maintain current valid business licenses and sufficient insurance coverage.
- Monitor the development of and provide guidance to the department for all requests for proposals (RFP's) for new programs; write grants, proposals and narrative and statistical reports.
- Serve as mediator between private industry and the department; assure that department managers perform contractor evaluations as required by County policy.
- Prepare and/or review Board Letters (Form 11's) and related supplemental paperwork in support of contracts for the Board of Supervisors; prepare analytical reports, correspondence, and memoranda; distribute and/or deliver such documents to appropriate managers and Department Heads for approval and signature.
- Prepare budget requests for assigned staff and programs; supervise and train subordinates, as required.
Education
:
Graduation from an accredited college or university with a bachelor’s degree in business, public administration or a closely related field. Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full‑time experience equaling 30 semester or 45‑quarter units.
Experience
:
Three years of preparing and processing state or federal contracts, purchasing of service contracts, processing or preparing grant applications, conducting competitive bids, formulating policy and procedures, and negotiating contracts with private industry.
