Administrative Services Manager I – Emergency Recruitment
This is an emergency pathway recruitment created to address the homelessness crisis in Los Angeles County. The role provides support to DHS Contracts and Grants in contract development, management, and compliance. Candidates will begin with a 90‑day probationary period and may be considered for permanent employment.

- Develop solicitation documents (RFP, RFSQ, RFA, RFS, WOS) and manage the solicitation process.
- Research contract amendments, analyze contractor ownership changes, and prepare appropriate contractual documents and correspondence.
- Draft Board letters for contract, amendment, grant, donation, and asset purchase approvals and coordinate approvals from DHS and County Counsel.
- Identify and resolve contractual and funding issues with contractors.
- Formulate policies, procedures, and tools to aid contract development.
- Provide strategic recommendations on procurement and contracting issues and prepare briefing materials for senior management.
- Conduct legal research on applicable laws, assess regulatory impact, and consult with County attorneys.
- Review contractor compliance with licensure, insurance, Living Wage Ordinance, and Jury Duty Ordinance.
Applicants must meet one of the following options:
- Option 1:
Bachelor's degree from an accredited institution plus three (3) years of analytical assignment experience, including two (2) years at the Associate Analyst level. - Option 2:
Five (5) years of analytical assignment experience, including two (2) years at the Associate Analyst level.

License &Physical Requirements
License: Valid California Class C Driver’s License or alternate transportation method for essential functions.
Physical Class Il – Light: Light administrative duties; occasional light lifting (≤ 10 lb). Light bending, stooping, or squatting may be required; substantial ambulation is anticipated.
