Department: Department of Economic Opportunity (DEO) is seeking qualified candidates to fill an Administrative Services Manager II vacancy in the Policy and Strategy Division. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of your initial work period, you will be assessed on your work performance.
The assessment will be weighted 100% for initial hires; those who pass may be considered for permanent appointment.

About The Department: The Department of Economic Opportunity (DEO) is LA County’s central economic and workforce development hub helping residents connect to new career pathways, start and certify a business, and access opportunities. Essential Job Functions
- Manages departmental responses to Board of Supervisors motions impacting the department, including leading Board motion responses related to economic development and supporting cross-cutting policy initiatives.
- Leads and guides departmental teams in developing economic and workforce development programs, strategies, and recommendations to provide employment and affordable housing opportunities for people experiencing homelessness and other disadvantaged populations.
- Collaborates with departmental managers to craft strategy, project plans, and messaging for Board reports; guides teams in implementing the Board motions policy; ensures timely completion and quality review of Board reports prior to executive management review.
- Manages development and implementation of high-priority departmental special projects and policy initiatives, including industry cluster strategies, ARPA-funded programs, economic studies, and strategic planning.
- Collaborates to develop, implement, and monitor work plans to achieve objectives; provides input and monitors performance; participates in developing, implementing, and evaluating plans and procedures to meet department standards.
- Plans and conducts highly complex research assignments, develops data collection methods, interprets conflicting data, and devises analytical methods to inform policy recommendations.
- Compiles information in meaningful formats (tables, spreadsheets, data files) to facilitate analytical requirements.
- Uses qualitative and quantitative methods to evaluate complex issues, summarize findings, and draw evidence-based conclusions from large datasets.
- Analyzes operational, financial, program, and other issues; develops options and positions that balance stakeholder interests and supports program/policy development to improve operations.
- Prepares documents (reports, memoranda, business correspondence) requiring discretion and effective communication to audiences including staff and boards; uses appropriate software to convey information clearly.
