The Operations Research and C5

ISR Analysis (ORCA) group is seeking a Space Operations Analyst to provide on-site support in San Diego, CA to the Space Warfighting Analysis Center (SWAC) and Space Security & Defense Program (SSDP). The candidate will leverage simulation systems to support multi-domain military operations and drive the analytical process. Operations Analysts apply Model-Based Systems Engineering (MBSE) principles and analytical tools to identify trends, analyze complex data, and solve real-world challenges.

Qualified candidates should be able to effectively communicate analytic results, understand current and future space system capabilities, and apply analytical and engineering methodologies to solve operational problems.

Responsibilities

The Financial Systems Analyst IV position will provide financial management support for a branch, office, organization, or department.

The ideal candidate may also:

  • Provide advice and technical assistance in the preparation of annual budgets.
  • Measure organizational performance and assess the effects of various programs and policies on the budget.
  • Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
  • Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
  • Examine past and current budgets and research economic and financial developments that affect the organization’s spending.
  • Develop guidelines and policies governing the formulation and maintenance of budgets.
  • Conduct training sessions for company or government agency personnel regarding new budget procedures.
  • Coordinate financial activities across various stakeholders.
  • Manage finances across multiple funding types.
  • Track budgets, costs, and variances; produce executive summaries; and conduct financial reporting and analyses on financial issues and customer requirements.
  • Develop and propose courses of actions (COAs) and recommendations for financial issues.
  • Interpret and apply financial management principles, financial management processes, techniques, policies, regulations and organizational strategic goals.

CA Pay Transparency Salary Range: $160K - $175K.

Qualifications

Required

  • Master's Degree
  • Ten (10) years of professional experience with financial management, specifically with DoD or Navy cost estimating and analysis organizations
  • Experience conducting short and long-range cost estimating and analyses for PMW 120 programs and projects
  • Experience drafting CARD, LCCE, and APB documentation
  • Experience in DoD acquisition Organizations spanning from ACAT I/II to ACAT II/IV and AAPs, Projects, and Adaptive Acquisition Framework Pathways (to include Software Acquisition Pathway, Middle Tier Acquisition Pathway, etc.)
  • DAWIA Level III in program management or similar (e.g., PMP)
  • Financial analysis experience with the Navy or comparable Department of Defense Acquisition agencies
  • At least three (3) years of experience in direct support of a Navy or DoD Acquisition Agency producing various cost products
  • Possess Top Secret/SCI Clearance and the ability to maintain it throughout employment
