Location: California

The Land Development Manager leads the zoning and entitlement process for wireless telecom sites, ensuring compliance with local regulations and client standards. This role includes site design guidance, application preparation, and representing clients before planning boards and city councils.

Key Responsibilities
  • Analyze zoning codes and advise on site viability and design constraints.
  • Coordinate due diligence, zoning applications, and public hearings.
  • Review and redline surveys, zoning drawings, and construction plans.
  • Direct A&E teams on zoning-related design requirements.
  • Submit land use applications and manage planning approvals.
  • Represent clients in meetings with planners, HOAs, zoning boards, and councils.
  • Track site status and update internal and client databases.
  • Collaborate closely with Leasing, RF, Construction, and A&E teams.
  • Maintain accurate forecasting and communication on zoning milestones and delays.
  • Support site readiness for building permits and zoning closeout.
Required Qualifications
  • Bachelor’s degree (Urban Planning or related field preferred).
  • 3+ years of experience in land use, planning, or telecom zoning.
  • Strong knowledge of zoning codes, entitlements, and site development.
  • Ability to review and interpret legal and architectural documents.
  • Proficiency in Microsoft Excel and strong organizational skills.
  • Valid driver’s license and willingness to travel.
  • Effective verbal and written communication; comfortable presenting at public hearings.
  • Capable of rooftop access and working in office/field environments.
Preferred
  • Prior experience working for a city or county planning department.
  • Telecom or wireless industry background.
  • Creative problem-solving and ability to manage multiple projects simultaneously.
