About The Position
The County of Riverside’s Flood Control District seeks an Assistant Engineer who will be assigned to the Federal Projects section, located in Riverside. Under general supervision, the Assistant Engineer will perform varied and difficult flood control engineering work in the Federal Projects section. The District serves as the U.S. Army Corps of Engineers’ (USACE) local sponsor on congressionally authorized flood hazard mitigation projects and is responsible for obtaining lands, easements, utility relocations, and rights-of-way, as well as assuming operation and maintenance upon project completion.
The Federal Projects Section liaises with the USACE Civil Works Program, represents the District at project coordination and status meetings, reviews studies and reports, reviews USACE engineering drawings, and maintains District and local agency interests. The incumbent may also perform work in the Operations Engineering Section, which oversees a network of flood control facilities including more than 420 miles of storm drains, open channels, and levees, as well as nearly 40 dams and detention basins.
Responsibilities may include inspecting facilities, coordinating maintenance, designing repair plans, coordinating construction, managing consultant-designed projects, and reviewing proposed flood control drawings.
The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and protects watercourses, watersheds, public highways, life and property within its boundaries.
Examples Of Essential Duties- Assist in the design of roads, hydraulics, reinforced concrete structures, sewer systems, or other public works projects by preparing plans, profiles and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls.
- Supervise and perform drafting, computing, checking, and direction of field operations involved in gathering and compiling field data for design layouts and construction of highways, flood control channels, subdivisions, drainage structures, wells, sewer systems, parks, buildings, waste disposal, and other projects.
- Perform structural engineering analysis of proposed commercial, industrial and complex buildings; review grading, building and structure plans for conformity to codes, regulations, and policies.
- Assist and advise permit applicants with engineering and related problems.
- Prepare and review maps; calculate and plot results of field surveys.
- May inspect the construction of projects under contract.
- Perform field tests and take samples for laboratory tests of materials; prepare estimates for projects planned or under construction; prepare reports.
Education: Graduation from an accredited college or university with a bachelor’s degree in civil engineering.
Experience: One year of professional civil engineering experience in one or more of the following areas:
- The planning, design, and construction of projects such as flood control facilities (storm drains, channels, basins, dams, and levees); stormwater recharge facilities; stormwater treatment facilities; highways, freeways, sanitary sewers, and/or water pipelines.
- Engineering studies/analyses related to the above projects/facilities.
- Detailed review (plan check) and approval of engineering studies and plans for the above facilities.
- Engineering, construction or project management for regional infrastructure projects/facilities.
- Possession of a valid Engineer-in-Training certificate issued by the California State Board of Registration for Professional Engineers.
- Experience leading and organizing teams in planning, design, review, and approval of public works projects.
- Experience performing or reviewing hydrology studies, hydraulic analyses, floodplain analysis, structural design, plan/drawing preparation, specification writing, bid document writing, construction contract administration, and/or inspection of public works facilities.
- Knowledge and use of engineering software such as HEC-RAS, HEC-HMS, WSPG, InRoads/Civil3D, Flo-2D, and other related tools.
- Ability to understand and interpret legal property descriptions and related documents.
- Knowledge of Operations and Maintenance (O&M) manuals for facilities.
- Ability to determine units of measurement and estimated quantities for work items.
- Project management experience with other government agencies/partners.
- Ability to manage multiple projects concurrently.
- Fundamentals of civil engineering relevant to the facilities described above, including hydraulic analysis, hydrology, topographic mapping and surveying, construction methods, structural design of reinforced concrete, and CEQA knowledge.
