The Engineering Analyst is a broad professional classification that encompasses incumbents engaged in a wide range of professional engineering, environmental, surveying, waste management, and vegetation management duties. Incumbents are generally responsible for consulting, investigating, evaluating, planning, and designing a wide range of work processes and products; providing project management oversight, which may include the supervision of lower-level staff; and leading, overseeing, or reviewing environmental, infrastructure and geomatic projects.
Typical Job Duties:
- Oversees assigned Road Maintenance Projects with little oversight. Knows and applies fundamental concepts, practices, and procedures of Road Maintenance programs.
- Develops, reviews, modifies, researches, and evaluates plans, specifications, invitations to bid for Road Maintenance contracts.
- Ensures compliance with applicable City, State, and Federal requirements and sound practices.
- Ability to make sound decisions based on knowledge of principles, practices, and procedures.
- Develops, reviews, and updates scope of work and cost estimates for assigned projects and material procurements.
- Negotiates and coordinates work with contractors, other departments, and external agencies.
- Continually evaluates assigned work and makes recommendations to Road Maintenance Manager on resource allocation.
- Prepares and maintains a variety of records and reports related to assigned Road Maintenance operations.
- Performs on-site inspections and evaluations of contracted work to ensure compliance with regulations and ensure specifications are being met.
- Measuring surface areas, stockpile volumes and locations, debris sites, and other material quantities.
- Uses GPS equipment for locating, monitoring, and collecting data on road facilities/assets.
- Works with GIS to develop asset mapping, tracking, and inventory programs.
- Utilize mobile data collection applications for field work and mapping.
- Monitor and respond to all public inquiries to the Summer Road Projects phone line and email address.
- Be point of public contact & information for annual Road Maintenance Preservation projects (ex: Slurry Seal & Chip Seal programs). Create public outreach material including mailers, door hangers, and website information for Road Projects. Work closely with County PIO to distribute information. Ensure accurate information is put out to public, including updating Trip Check daily (or as needed) during projects.
- Create cost estimates and maintain records for County force projects.
- Work closely with Zone Supervisors, Planner, Contractors, and ECS to ensure project success. Communicates efficiently with all stakeholders to ensure transparency of information.
- Performs on-site inspections and evaluations of current road system condition and assets such as stormwater facilities and culverts.
- Works closely with Road Maintenance Planner and Contracts team to create and execute materials and service contracts. Once executed, works directly with Contractors, ensuring compliance with contract language and pricing.
- Tracks costs and budgets, reviews invoices, retains detailed records for county force projects and external contracts.
About the Division:
The Road Maintenance Division is responsible for the maintenance and upkeep of the County transportation system including some state highways and city streets under contract with Lane County. Although the majority of equipment and employees in Road Maintenance are based at the Delta Complex, satellite shops are located near Cottage Grove, Dexter, Veneta, and Florence. A crew and equipment are assigned to each Road Maintenance Zone.
The Bridge Projects Crew, Vegetation Crew, and Sign Shop are headquartered at Delta and work throughout the County.
Schedule: Monday – Thursday; 6:30 a.m. to 5:00 p.m.
QUALIFICATIONS:
Education:
- Bachelor's degree in a field related to area of assignment; and sufficient experience as necessitated by the competency level of the position.
Experience:
- Journey Level: 2-5 years of progressively responsible professional experience.
