Job Overview
Parsons is seeking Project Engineers to join a major program and construction management team supporting a large government customer in delivering a significant infrastructure project central to the U.S. border security programs.
ResponsibilitiesServe as Site Engineer and technical lead supporting the Project Construction Manager and acting as site lead in the PM’s absence.
Provide written reports, presentations, and progress data for the project site.
Act as primary technical and engineering lead for field engineering and technical issues, coordinating with construction contractors, their engineer of record, client stakeholders, Parsons engineering staff, and referenced subject matter experts to investigate and recommend solutions.
Support development of Scope of Work, estimates, and schedule impacts for field changes leading to modifications.
Support pay application reviews.
Review and comment on proposed construction techniques and methods, recommending approval or disapproval actions.
Review and comment on quality control plans, procedures and techniques, performing inspections to ensure compliance with technical specifications and contract.
Review and provide comments on contractor submittals including quality control plans, safety plans, schedule of prices, progress schedules, network diagrams, environmental protection plans, asbestos plans, submittal registers and other common submittals.
Coordinate response and prepare input and recommendations for written responses to construction contractor or RFI’s.
Attend and participate in construction meetings such as pre‑construction, quality control coordination, progress meetings and other contractor conferences.
Work closely and collaboratively with the Site Team including Project Manager, Office Engineer, and QA Representatives to mutually achieve project success.
Work closely and collaboratively with the Project Engineering Staff or Parsons SMEs to solve technical field issues.

Bachelor’s degree in Engineering or Architectural discipline.
Minimum 10 years relevant experience in Construction Management projects.
Must be a U.S. Citizen and able to pass required federal background checks.
Must have a valid driver’s license.
Clear written and verbal communication skills.
Experience with large horizontal and supporting infrastructure projects.
Past experience with web‑based Project Management Information Systems for submittals and QA reporting (e.g., USACE RMS, NAVFAC eCMS, Procore, Kahua, etc.).
Experience with design or design reviews, SOW development, technical specifications and recommendations.
PE/RA registration and certification as PMP or CCM.
Previous experience with large federal agencies (DoD or other).
Experience working on large construction projects in remote locations.
Completion of Construction Quality Management Course (CQM) or equivalent within 5 years.
OSHA Safety Training (30‑hour) or equivalent within 5 years.
