Job Summary

The Los Angeles County Fire Department needs qualified Principal Geographic Information Systems Analysts to assist the County in mobilizing resources and support needed to help residents recover from windstorms and wildfires, including the Palisades and Eaton Fires. The role will support emergency response and recovery efforts, with the opportunity for permanent employment after an initial assessment period.

Essential Job Functions
  • Meet with customers to define business and functional requirements, ensuring applications meet customer needs. Work with departmental customers and central agency staff in planning, design, development, configuration, testing, implementation, and maintenance of large‑scale GIS applications and web portals.
  • Create customized tools and menus for new and existing applications; develop logic and write programs using applicable development tools and programming languages.
  • Design and develop complex cartographic representations of GIS data to complete mapping tasks and develop cartographic standards for lower‑level staff.
  • Participate in the design, development, and integration of GIS database architectures, naming conventions, and standards; identify data requirements and multi‑agency data sources; develop data models and logical database designs for geospatial and other data.
  • Write complex queries and scripts to automate repetitive tasks; identify database discrepancies and automate routines to improve database quality.
  • Create, edit, import, and manage spatial data to maintain enterprise GIS data repositories.
  • Coordinate the exchange of large scale data sets with other agencies and manage integration and migration of data from multiple internal and external sources; analyze data security issues and establish appropriate security systems and protocols.
  • Convert complex addresses into GIS formats, designing and implementing advanced geocoding and fuzzy matching algorithms to achieve high data accuracy.
  • Perform highly complex analytical projects, including spatial analysis; write reports and produce complex maps and other GIS products.
  • Perform database and systems administration functions: establish security protocols, monitor and tune database performance, maintain backup and recovery processes, oversee software updates and license management.
  • Research and evaluate new GIS and data management technologies; analyze and evaluate solutions for compatibility with County GIS needs and technology standards; participate in developing enterprise GIS policies, standards, and procedures.
  • Prepare and evaluate requests for proposals, bids, contracts, and service agreements for GIS software, equipment, and consulting services; administer and oversee contractors to ensure compliance with County requirements.
  • Develop training materials and conduct training for GIS professionals and users; serve as an expert resource for other professionals.
  • Serve as project leader for complex GIS development and maintenance projects; monitor progress, report status, and resolve development/implementation issues.
  • Review cartographic products and geographic analyses by lower‑level staff to ensure accuracy and completeness.
  • Possibly supervise a team of GIS Technicians and/or Analysts.
Requirements Training and Experience
  • Option I: Two years of experience at the level of Los Angeles County Senior Geographic Information Systems Analyst, performing GIS data analysis, database maintenance, and/or GIS application development projects and assignments.
  • Option II: A bachelor’s degree in geographic information systems, GIScience, geography, or a closely related field, plus at least five years of relevant experience in the use and operations of GIS, including at least two years in roles described in Option…
