OVERVIEW

Los Angeles County Public Works is the largest municipal Public Works agency in the nation, with over 4,000 employees and more than 500 career opportunities. The Associate Civil Engineer participates in design, construction, and maintenance of public works projects including roads, bridges, water and sewer systems, flood control, and environmental improvement projects.

RESPONSIBILITIES
  • Applies the principles and practices of civil engineering, including design and construction of projects, budget preparation, and personnel management.
  • Ensures compliance with laws, regulations, and public works construction standards.
  • Plans, coordinates, and oversees engineering activities, programs, and projects, evaluating progress and results for technical quality.
  • Keeps management informed throughout project spans.
  • Prepares comprehensive reports and presents findings orally.
  • Participates in engineering research, developing new methods, procedures, and systems.
  • Analyzes and prepares contracts and specifications for major engineering projects.
  • Serves as resident engineer during construction of bridges and other projects, managing subordinates and recommending changes as necessary.
  • Designs or supervises public works projects such as buildings, small dams, debris basins, flood control channels, traffic signals, roads, highways, and sewer systems.
  • Reviews plans submitted by external engineers for code conformity and structural integrity.
  • Determines sewer and sanitary design requirements for new subdivisions.
  • Assists in supervising waterworks improvements, long‑range planning, state and federal aid programs, construction material inspection, sewer master planning, pollution control projects, and experimentation with subdivision and parcel maps.
  • Supervises engineering work related to groundwater research, road maintenance, design, water or material quality testing, lighting districts, pumping plants, dams, flood control facilities, water conservation or erosion control studies, and construction‑related permits.
  • Assists supervision of a section that conducts boundary, centerline, and section line surveys, coordinating with other divisions and outside agencies.
SELECTION REQUIREMENTS
  • Earn a bachelor’s degree or higher in civil engineering from an accredited college or university. Submit a legible copy of the official diploma or transcripts within five business days of filing.
  • Hold a valid California State Certificate of Registration as a Civil Engineer. Submit a printout from the California State Consumer Affairs website within five business days of filing.
  • Possess a valid California Class C Driver License or have access to an alternative transportation method for essential work functions.
  • Meet Physical Class II – Light, allowing occasional light lifting up to 10 lb with some bending, stooping, or squatting.
  • Foreign degree holders may be considered only if evaluated by an accredited credential evaluation agency recognized by the National Association of Credential Evaluation Services or the Association of International Credential Evaluation, Inc.
