The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high‑quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100‑million‑gallon underground storage tank, and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).
- Lead a staff of Engineers in performing complex, professional work in the development and improvement of major operational functions of the Bureau’s Division of Capital Program Management.
- Direct two direct reports and indirectly supervise a team of close to 100 professional, engineering, and administrative staff in the sections of Structure & Facilities and Task Order Contracting Services (TOCS), Urban Stormwater Management (Bluebelts), Capital Distribution & Drainage – Citywide, and Strategic Planning.
- Oversee the build‑out of the City’s water and sewer system in accordance with the drainage plan and trunk main master plan, and oversee reconstruction and replacement of defective sewers and aged water mains in accordance with DEP’s standards and requirements.
- Lead the Bureau’s strategic planning (Capital Improvement Plan) and develop the City’s Tunnel Master Plan and NYC Stormwater Master Plan.
- Oversee capital budget planning with support of the Bureau’s 4‑ and 10‑year capital exercises and Agency capital planning milestones.
- Coordinate planning and progress of capital and expense work involving the Bureau’s Non‑Linear assets, including in‑city reservoirs, dams, water treatment facilities, tunnels, aqueducts, pump stations, garages, and other structures.
- Develop, track, and progress capital work associated with the South‑East Queens Flooding Mitigation Plan, ensuring timely, efficient, and cost‑effective delivery.
- Review, approve, and adopt New York City capital water and sewer programs, preparing detailed recommendations and highly technical materials.
- Represent the Bureau at stakeholder meetings related to Capital Program Management, leading discussions and coordinating participant attendance for clear, transparent communication.
- Identify priorities and potential project roadblocks, brief the Deputy Commissioner periodically on work progress and key projects.
- Plan, design, and supervise construction for Task Orders including roof replacements, pump replacements, electrical equipment replacements, gas line installations, backup generator installations, chemical tank replacements, Inflow & Infiltration studies, and other operational items.
- A valid New York State Professional Engineer license and six (6) years of full‑time satisfactory experience in chemical, civil, electrical, environmental, mechanical engineering, or plan examining work, with at least two (2) years in an executive, managerial, or administrative capacity.
- Expert knowledge of large municipal water system operations.
- Thorough knowledge of financial and budgeting operations for large municipal environments, including finance mechanics, fiscal appropriations, and budgeting relationships with local, city, county, state, and federal governments.
- Experience managing major capital projects of extraordinary size and community impact.
