We have worked in over 50 countries supporting education evaluation and research;

curriculum and training; and policy and planning.

Project Description

STS is currently participating in the proposal/bidding process for the $23M, Millennium Challenge Corporation (MCC)-funded Equipping Secondary Educators Program Partnership (ESEPP). ESEPP is a five‑year project that aims to improve the quality of secondary school educational leadership and teaching in Belize through capacity building and providing teaching and learning resources.

Position Overview

The Monitoring, Evaluation, and Learning (MEL) Director will be responsible for the planning, management, and implementation of the monitoring, evaluation, and learning tasks for the $23M MCC-funded Equipping Secondary Educators Program Partnership (ESEPP).

Responsibilities
  • Design and implement the monitoring, evaluation, and learning activities for all project activities
  • Maintain strong relationships with key stakeholders and development partners, and lead data sharing events and workshops
  • Lead the implementation and revisions to the project’s MEL Plan
  • Develop, present, and disseminate tools, materials, and intervention‑related research
  • Supervise other MEL staff and coordinate MEL tasks across project teams
  • Set up a system to track activities and project‑wide indicators
  • Design tools, train data collectors, coordinate data collections, and use data to inform indicators and project implementation
  • Develop connections with existing data collection and management systems
  • Manage the project’s MEL Plan approach to ensure the project responds and adapts to incoming data and adheres to the project’s proposed approach
  • Contribute to quarterly and annual reports and presentations
  • Ensure that all MEL activities and reporting adhere to MCC and the approved MEL Plan
  • Develop other MEL reports and analyses as requested
  • Attend team meetings and organizational initiatives, as needed
  • Other duties as assigned by supervisor
Qualifications
  • Master’s degree in Education, Social Sciences, Public Health, or a related field;
    PhD preferred.
  • Minimum of 5‑8 years of experience in monitoring, evaluation, and learning, particularly within the nonprofit or international development sectors.
  • Demonstrated experience managing MEL frameworks for projects funded by international donors, such as the Millennium Challenge Corporation.
  • Strong knowledge of MEL methodologies, tools, and best practices, including both qualitative and quantitative approaches.
  • Familiarity with education‑related evaluation frameworks and indicators.
  • Proficiency in data collection, analysis, and reporting tools; experience with statistical software (e.g., SPSS, Stata, or similar) is an asset.
  • Ability to design and implement monitoring systems that track project progress and measure impact.
  • Experience supervising and mentoring MEL staff, ensuring effective coordination and collaboration among project teams.
  • Proven ability to build and maintain relationships with key stakeholders, including government agencies, NGOs, and community partners.
  • Experience facilitating workshops and presenting data findings to diverse audiences.
  • Strong analytical skills to interpret complex data and translate findings into actionable recommendations for project improvement.
