Thurmond Consulting is seeking a proactive, mission-driven Construction Project Manager – Labor Compliance, a blended, entry-to-mid-level role split between construction project management and labor compliance / prevailing wage monitoring. This position supports affordable housing and publicly funded capital projects by ensuring strong on-site construction coordination while maintaining compliance with prevailing wage and labor regulations tied to public funding sources. The ideal candidate will bring 1–3 years of relevant experience in labor compliance, certified payroll administration, and public contracting, preferably within affordable housing or public works environments.
This role will provide critical compliance oversight to ensure adherence to local, state, and federal labor regulations, including prevailing wage requirements, Section 3 mandates, and Department of Industrial Relations (DIR) protocols. The analyst will also serve as a liaison between general contractors, internal departments, and public agencies to support seamless project execution. It is understood that the Labor Compliance Analyst may provide additional tasks within the Development Department, including but not limited to TCAC project conceptualization, scoring, or basic underwriting for LIHTC deals.
Key Responsibilities:Construction Project Management (Approximately 50%):
- Support construction projects from pre-construction through closeout.
- Conduct regular site visits to monitor construction progress and identify risks.
- Coordinate with general contractors, subcontractors, inspectors, and consultants.
- Assist with construction schedules, milestone tracking, and issue resolution.
- Support procurement, bidding, and contract administration activities.
- Serve as an on-site representative in coordination with Senior CPM and internal teams.
- Prepare site visit reports and construction status updates.
Labor Compliance & Prevailing Wage Monitoring (Approximately 50%)
- Conduct on-site labor compliance monitoring and worker interviews.
- Review certified payroll reports for accuracy and prevailing wage compliance.
- Verify contractor and subcontractor compliance with labor regulations.
- Coordinate with contractors to resolve payroll or classification discrepancies.
- Maintain organized labor compliance documentation for audits and reporting.
- Support DIR registration, apprenticeship, and skilled workforce requirements.
- Bachelor’s degree required in public administration, construction management, labor relations, or a related field preferred, OR 4+ years of experience
- 1-3 years of experience in labor compliance, public contracting, certified payroll administration, or a related field.
- Familiarity with California and federal prevailing wage laws, including DIR requirements and HUD Section 3 regulations.
- Familiarity with wage determination systems and compliance tracking tools (e.g., LCPtracker, E-Comply, Elation Systems, or similar platforms).
- Strong understanding of affordable housing development and public funding compliance preferred.
- Excellent communication skills, with the ability to serve as a clear and professional liaison between contractors, agencies, and internal teams.
- Highly organized with strong attention to detail and the ability to manage multiple projects simultaneously
- Ability to manage and prioritize multiple program requirements.
- Proficiency in the English language, both written and verbal, is required.
- Ability to resolve operational complications and an attitude of thinking outside of the box are required.
- Knowledge of SMA's product line is strongly preferred.
- Proficiency with Google Workplace is required.
- Attention to detail and a high level of accuracy are required.
- Experience working in Asana preferred.
- Strong verbal and written communication skills are required.
