SummaryUnder the supervision of the Billing Supervisor, responsible for performing a variety of administrative tasks requiring thorough knowledge of office systems and procedures, answering telephones, data entry, billing, typing, word processing, office machine operation, and filing. Assist in the fulfillment of the Agency’s vision, “A strong Fresno County where people have resources to shape their future free from poverty.” Champions the program’s mission, “Building strong communities through collaboration and providing quality services in weatherization, energy conservation, health and education.”
DutiesAnd Responsibilities/Essential Functions
- Serves as a liaison between subcontractors, administrative staff and field staff.
- Communicates with funders, employees and subcontractors to answer questions, disseminate or explain information, take instructions, and address issues.
- Demonstrates outstanding customer service and maintains confidentiality at all times.
- Uses logic and reasoning to identify alternative solutions, conclusions or approaches to solving problems.
- Reviews billing documents for accuracy and compliance with state and local subcontractor agreements.
- Creates, maintains, and enters information into databases.
- Troubleshoots minor technical errors and/or discrepancies with database information.
- Updates and review Billing Log as necessary.
- Ensures that submitted information is accurate and in compliance with company accounting standards and government requirements.
- Works with appropriate Weatherization staff to identify and verify job information.
- Ensures the accuracy of pricing and invoicing of projects by subcontractor to avoid duplicate payments.
- Ability to meet monthly contract reporting deadlines.
- Performs sorting and filing.
- Investigates and resolves billing issues to ensure jobs are billed within the appropriate time.
- Ability to learn and willing to take on a variety of assignments.
- Provides regular updates on progress of billing work in software database.
- Attends meetings and trainings as need.
- Seeks assistance from Billing Supervisor or other appropriate staff for issues beyond immediate expertise.
- Assists with verification of work completed details and reconciles the measures to the billing records.
- Travels for agency business using reliable transportation.
- Maintains regular attendance and punctuality.
- Works evenings and weekends as required.
- Performs other duties as assigned.
- High school diploma or GED.
- Bachelor’s degree in business, social services, construction, energy or related field required. Additional relevant work experience may substitute required education on a year-by-year basis.
- Minimum of one (1) year of related work experience in billing, quality assurance, file review, demonstrating the ability to perform the essential functions of this job is required.
- Proficient in Microsoft Office Suite and related business software.
- Effective presentation, written and verbal communication skills.
- Excellent time management and prioritization skills.
- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, transcription, designing forms, and other office procedures and terminology.
- Knowledge of creating and maintaining automated spreadsheets and using such data for progress reporting.
- General knowledge of government sponsored program(s) eligibility requirements.
- Proficient in Microsoft Office Suite and experience using database management software.
- Accurately type a minimum of 35 words per minute. Ability to use 10-key for data entry.
- Effective organizational, oral and written communication skills.
- Hard working, self-starter, able to complete projects to specifications with limited supervision.
- Willing to work non-traditional hours and days to meet the needs of this position.
- Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier for those driving agency…
