DEFINITION

Under general direction, to plan, organize, coordinate and direct the general accounting and control activities of a County department; to prepare financial reports, statements, perform complex financial analyses and system modifications and to perform a variety of technical tasks; to supervise professional, supervisory and clerical subordinate staff; and to perform related duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Accounting Manager classification is distinguished from the Accountant III position in that the Accounting Manager is responsible to fully manage an accounting program for one or more significant accounting functions, including the supervision of professional, technical and administrative staff, including the Accountant III classification, and is held accountable for proficiency in a County budget management system and supervises the daily operations of an accounting unit.

This position will collaborate with various County Departments including the Auditors Office. Incumbents report to the Department Head or designee.

Example of Duties

Duties include but are not limited to those described below. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.

  • Plans, organizes and manages overall accounting activities of an accounting unit in a County department;
  • Supervises, trains and evaluates the work of subordinate professional and clerical staff engaged in supervising operating department’s accounting programs, performing complex accounting studies and fiscal analysis, general and cost accounting, and other accounting functions;
  • Analyzes and solves difficult administrative and accounting problems;
  • Assures that reports prepared by staff are accurate;
  • Develops and maintains accounting controls for department;
  • Adheres to acceptable accounting standards and conforms to laws, rules and regulations;
  • Maintains effective communication and acts as a liaison to County departments and other jurisdictions on matters relating to accounting issues;
  • Directs the preparation and/or prepares accounting reports for the Board of Supervisors, special districts, the State and other agencies;
  • Directs the preparation and/or prepares the annual closing of accounting records and the annual financial reports;
  • Prepares quarterly financial updates;
  • Prepares cash flows for tax and revenue anticipation loans, certificate of participation and bonded debt service payment and allocations;
  • Reviews and assesses implications of changes in laws, Federal and State regulations and affecting assigned accounting operations;
  • Interprets complex laws and regulations and develops and issues opinions and procedures for implementation;
  • Directs the preparation and/or prepares procedures and policy manuals;
  • Identifies management information needs and assists in designing new systems;
  • Confers with and advises departmental administration on fiscal policies and problems;
  • Maintains current knowledge of theory and practice including:
    Governmental reporting requirements, application development tools, and related audit tools;
  • Prepares correspondence and reports;
  • Performs related work as required.
Qualifications

Minimum Qualifications

Any combination of education, training and experience that would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge, skills and abilities would be.

Experience

Two years of experience in the County of San Benito performing the duties of an Accountant III; OR Four years of professional accounting, fiscal management or auditing experience including one year in a management and supervisory capacity. (Successful completion of the requirements for a bachelor’s degree from an accredited college or university in accounting, auditing or a closely related field may be substituted for one year of the required experience, excluding the supervisory experience.)
