about the department: the shasta county health and human services agency (hhsa) partners with the community to protect and improve the health and wellbeing of residents. Hhsa is organized into four branches: behavioral health & social services, public health, economic mobility, and administration services. The administration services branch includes the hhsa director’s office, contracts, asset management, fiscal, financial audits and control, medical billing, payroll, community relations and education, staff development, internal accountability, compliance, performance, privacy and security, safety, technology, and administrative hearings and civil rights.
positionand responsibilities
position: under direction, to perform paraprofessional accounting work of a specialized and complex nature in the preparation, maintenance, and analysis of financial and statistical records and reports. The accounting technician performs the more difficult and technical sub-professional accounting work required in the maintenance of fiscal and statistical records; prepares and assists in the preparation of financial statements, documents, analyses, and reports;
maintains accounting records, reports, and manual or computer-based accounting systems; and performs related work as required.
distinguishing characteristics: this is a bridge class for paraprofessional work with two years of accounting education; it is distinguished from accountant auditor i by scope and complexity of assignments, and from senior account clerk by the level of responsibility and knowledge required. Positions are found in departments with major accounting systems or in the auditor-controller's office.
ideal candidatethe ideal candidate will have at least 2 years of experience in accounting or business field and/or relevant college units with experience in audit, compliance, complex bookkeeping, and financial record keeping functions. Duties may include:
- compiling data and interpreting data for budget preparation; supervising and maintaining records in accounting systems across personnel, salaries, inventories, fund appropriations and expenditures, accounts payable/receivable, purchasing, and related activities;
- assisting in forms and methods for financial recordkeeping or accounting systems;
- preparing journal entries for fund transfers and other adjustments;
- compiling data for state and federal reimbursement, preparing schedules for auditors, and producing statistical and accounting reports;
- supervising and assigning work to clerical staff; using computer terminals and microfiche for data retrieval; maintaining journals and ledgers; performing audits and calculations; distributing funds in accordance with regulations; maintaining various records; and performing related duties as assigned.
combination of education and experience demonstrating possession and application of the following:
- knowledge of basic accounting principles, governmental accounting and budgeting, modern office methods, and data processing accounting systems.
