RQ- Business Intelligence Specialist - Senior

Scope

• Minimum of 10+ years of the following skills and experience:

• Support, influence and impact the use of analytics and strategy for analytics across the enterprise.
• Help develop and support the use of analytics tools and best practices across the enterprise.
• Provide consulting services to ministry business partners regarding their information consumption and analytical needs.
• Participate in the creation of detailed plans and accurate estimates toward development, testing and implementation of the project or program.
• Contribute to successful project completion by identifying risks and developing/recommending mitigation strategies.
• Participate in Proof of Concept or Proof of Technology projects.
• Support CSC release and infrastructure solutions support sustainment activities, urgent priorities, changing needs, or time‑sensitive infrastructure upgrades, or other sustainment activities supporting any CSC platforms overseen by the Cluster where annual work is required.

• Help develop proposals and feasibility studies for small to medium projects; conduct technology research, evaluate analytics tools and produce strategy/direction papers.
• Provide advice and guidance in the areas of advanced statistical modelling, econometrics tools and techniques.
• Provide planning advice to the project team on the use of data and building capacity within the Ministry on performing advanced analytics and data analysis.
• Provide direction on the statistical relevance of data to the project team.

• Supports Client’s wide‑range business information requirements, implementing and supporting business intelligence software solutions.
• Develops and supports customized query applications which analyze key business data.
• Develops and supports guided analysis and drill‑down functionality, routine scheduling and notification of report generation, and effective implementation of “opportunity” and “key‑trend” alerts.
• Provides Clients with approach options and tools for managing business‑related data in a manner that assists in quantitative analysis of progress and the relationship between operational actions and their effect on business objectives.

• Experience analyzing data in source systems to identify data cleanliness issues (e.g. missing values, duplicate meanings, and invalid data).
• Experience developing feedback processes to fix corrupt data in the source systems.
• Experience developing extraction, transformation and load programs for daily and initial load functionality on a wide range of data repositories (relational and multi‑dimensional).
• Experience implementing and maintaining schedule/dependency logic for ETL scripts.
• Experience developing monitoring and error notification processes to ensure data is updated as designed.
• Experience with automation extraction, cleansing and load scripts.
• Experience generating research models and reports (scheduled and ad‑hoc).
• Proven troubleshooting and analytical skills.
• Experience in process decomposition, mapping and business process re‑engineering using UML.
• Experience in the use of development tools and business re‑engineering software.
• Experience developing enterprise architecture deliverables (e.g. business, logical and physical models) based on Enterprise Application Processes and Modeling methodology and guidelines.

• Knowledge and experience in developing data analysis applications.
• Knowledge and understanding of Information Management principles, concepts, policies and practices.
• Ability to provide expert advice in integrating process and information models to eliminate redundant business processes.
• Hands‑on experience working with stakeholders to develop and document interface specifications between Business Intelligence solutions and external applications.
• Extensive experience with conceptual, logical and physical data modelling tools like Power Designer and Visio.
• Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
