Overview

Delta Health Center, Inc. (DHC) is the first community health center of its kind and the first Federally Qualified Health Center (FQHC) in the United States. DHC is a non-profit organization located in Bolivar County, Mississippi, established in 1965. DHC is dedicated to building a world-class primary health care system for vulnerable populations, from newborns to the elderly, and to supporting health and wellness across the community.

Responsibilities

The financial officer shall perform duties related to financial management and support services under the supervision of the Executive Director. Responsibilities include implementing, coordinating, controlling, and evaluating procedures and programs related to financial management, billing, collections, budgeting, statistical reporting, and reimbursements in accordance with the Financial Policy and Procedure Manual. The CFO assists in creating and maintaining the general ledger, supporting subsidiary ledgers, and detailed accounting records necessary to prepare accurate financial reports for internal and external use.

Specialized financial reports and cost analysis are prepared as needed.

Essential Duties and Responsibilities
  • Direct staff in analyzing accounts to maintain proper records and adequate accounting controls.
  • Control revenues and expenditures through the chart of accounts and written financial policies requiring documentation and authorization for all expenditures.
  • Appraise the organization’s financial position by analyzing accounting information and issuing periodic financial and operating reports.
  • Direct and coordinate the establishment of various budget programs.
  • Analyze, consolidate, and direct all cost accounting procedures along with other statistical and routine reports.
  • Evaluate actual versus budgeted revenue and expense by cost centers or programs and determine reasons for variances.
  • Oversee and direct staff during audits of the organization’s accounting practices. Prepare the Uniform Data System, Medicaid cost report, and Medicare cost report.
  • Direct and analyze studies of general economic, business, and financial conditions and their impact on the organization’s policies and operations.
  • Maintain accurate records of corporate bank accounts, including reconciliations.
  • Prepare reports:
    Balance Sheet, Revenue and Expense Statement, Cash Flow Statement, Accounts Receivable reports, and Accounts Payable reports.
  • Audit accounting functions of grant funds against proper documentation (e.g., payroll, vouchering, bank reconciliation, writing checks, general ledger maintenance and posting).
  • Conduct internal audits by evaluating compliance with accepted accounting procedures.
  • Evaluate all policies and procedures for efficiency.
  • Conduct audits of all procedures, as required.
Supervisory Responsibilities

Is responsible for the overall direction, coordination, and evaluation of the finance department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education And/Or Experience

Bachelor’s Degree in accounting; and two to four years related experience and/or training; experience in a health care facility in financial services is preferred.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
