PRIMARY PURPOSE:
Orientation and Mobility: Assist students with visual impairments to achieve maximum independence through instruction in safe, efficient travel within the home, school, and community. Services also include instruction in compensatory skills including daily living skills, self-advocacy, and recreation or leisure skills as related to orientation and mobility and self-determination. Community-based instruction is assumed and is a critical component of the orientation and mobility program.

These services enable the students to travel safely, efficiently, and independently in their home, school, and community environments.

Teacher of Students with Visual Impairments:
The itinerant Teacher of Students with Visual Impairments provides direct and/or consultative special education services relating to visual impairments. These services enable the students to learn in a variety of settings.

The Itinerant Orientation and Mobility Specialist and the Teacher of Students with Visual Impairments travel to the students' assigned schools and/or homes to provide direct and/or consultative services relating to the visual impairments. Services for infants may be provided in the infants' homes or childcare settings (within district boundaries). The students range in age from birth through 21, and may have only a visual impairment or additional disabilities.

The cognitive levels of the students range from severely impaired to gifted and talented.

QUALIFICATIONS:
Education/Certification:
  • Bachelor's degree from a college or university
  • National Certification from the Academy for Certification of Vision Rehabilitation and Education Professionals (ACVREP)
  • Texas Certification for Teachers of Students with Visual Impairments
  • Special Knowledge/Skills:
  • Ability to travel between sites
  • Experience with children ages from birth to 21 as specified by IDEA
  • Experience with children with multiple disabilities
  • Experience with public transportation
  • MAJOR RESPONSIBILITIES AND DUTIES:
    Orientation and Mobility Specialist:
  • Participates in the referral and assessment process of students with visual impairments.
  • Conducts evaluations of the orientation and mobility needs of students with visual impairments.
  • Participates in the IEP/IFSP meetings.
  • Assists in developing appropriate IEP/IFSP goals and objectives.
  • Recommends any modifications to program or specialized services needed based on the visual impairment.
  • Develops and implements an instructional plan based on identified student needs.
  • Provides direct O&M instructional services to students with visual impairments and consultation to students, school staff, peers, and community.
  • Orders, distributes, and maintains canes and low vision devices related to travel.
  • Provides ongoing progress reporting on IEP goals.
  • Monitors student progress and modify as needed to meet the needs of the student.
  • Teams with Teacher of Students with Visual Impairments and other instructional and related services personnel to provide services.
  • Plans and instructs students on appropriate routes to travel safely and effectively in their home, school, and community.
  • Consults with and advises school personnel on design and provision of safe efficient environments.
  • Provides direct instructional services to students with visual impairments in evaluation areas.
  • Provides parents, teachers, and staff with support and assistance on how to enable them to assist the student with their orientation and mobility skills.

  • Performs functional vision and learning media assessments on new referrals and three-year re-evaluations.
  • Interprets eye medical reports as they relate to educational environments.
  • Contributes to the development of the IEP/IFSP with goals, modifications, learning styles.
  • Recommends appropriate specialized evaluations as needed, such as low visions, orientation and mobility, psycho-social, and adaptive physical education.
  • Consults with diagnosticians, classroom teachers, students, and parents concerning appropriate evaluations, modification, and test administration.
  • Obtains modified standardized testing materials and administer or assist in the administration of the test as needed.
  • Works as liaison with other agencies in the vocational assessment process.
