* Job Summary:

** Important technical position responsible for assessing water quality related to the City of Largo's water pollution prevention programs including, Industrial Pretreatment (IP);
Fats, Oil, and Grease (FOG); and/or Privately Owned Collection and Transmission Systems (POCTS). Work is performed independently both in the office and field and is reviewed by a technical supervisor to assure that established policies and standards are maintained through observation, meetings and the analysis of results and evaluation reports to achieve compliance with prevailing regulatory codes and local ordinance.

This position reports to the Environmental Control Supervisor.

* Collects water, wastewater, sludge, sediment, and other samples from designated collection sites using bottles, sampling rods, composite samplers, and other instruments; uses, maintains, and calibrates field monitoring equipment; determines upstream, downstream, and source sampling sites
* Understands and applies local, state, and federal regulations in determining compliance and permitting requirements
* Frequently inspects food service establishments to determine compliance with Fats, Oils, and Grease (FOG) Program; inspects industrial pretreatment facilities and Privately Owned Collection and Transmission Systems (POCTS) for compliance; prepares narrative inspection reports; maintains inspection records using environmental compliance databases
* Initiates enforcement action based on inspection findings and follows Enforcement Response Plan; uses sound judgement in deciding reasonable enforcement response actions; communicates compliance expectations with permitted facilities
* Reviews site development plans and permit applications and inspects sites for compliance with approved site development plans
* Canvasses the City of Largo for new Commercial Users, Industrial Users, and POCTS
* Reviews POCTS and FOG permit applications and drafts permits for issuance; issues invoices and assesses penalties using applicable software and systems
* Assesses and documents the condition of POCTS, and reviews POCTS sanitary sewer evaluation studies (SSES)
