Overview

The Water Resource Senior Manager for the Northwest Area Water Supply (NAWS) Project within the DWR's Water Development Division is responsible for construction oversight, construction contract administration, and providing assistance in the operations of the NAWS Project. NAWS is one of two state-owned regional water systems in North Dakota providing water to multiple counties in north central North Dakota and is designed to serve over 81,000 people.

The Water Resource Senior Manager will report to the NAWS Project Manager and will be a member of the NAWS Section of the Water Development Division.

Duties and Tasks
  • Provide construction oversight assistance of the NAWS Project.
  • Maintain a work schedule that adjusts to the demands of an unpredictable schedule with construction.
  • Support the NAWS Project Manager with a variety of responsibilities to include:
    • Review of plan sets, submittals, change orders, and other related documents.
    • Review of pay applications from the project engineer and contractors.
    • Manage and organize documentation.
    • Manage procurement of services and materials necessary to complete any repairs or maintenance needed for the project.
  • Provide operational assistance as requested by the NAWS Manager.
  • Establish a good working relationship with contractors, engineers, landowners, and local, state, and federal agencies.
  • Be available to be on-call in the evenings and weekends on an occasional basis if warranted due to the unavailability of other team members.
Minimum Qualifications
  • Requires five years of construction experience or an Associate's degree in a field related to the requirements of the position and three years of construction experience or a Bachelor's degree in a field related to the requirements of the position and one year of construction experience.
  • Proficient in using Microsoft Office applications.
  • Must demonstrate clear and effective oral, written, and interpersonal communication skills.
  • Hold a valid ND Driver's license and ability to travel in a company furnished vehicle to construction sites.
  • Ability and willingness to:
    • Obtain water distribution certification within 2 years of employment.
    • Climb ladders and work at elevated heights (water towers).
    • Perform physically demanding tasks involving lifting and carrying large, heavy objects (in excess of 75 pounds), walking over uneven terrain and tolerating adverse weather and other environmental conditions.
    • Work in confined spaces.
    • Work alone for extended periods of time or as a team when required.
    • Maintain a strong working relationship with a diverse group of individuals under stressful conditions.
    • Communicate courteously and professionally.
    • Analyze, evaluate, and recommend sound solutions to problems of routine nature.
    • Read and understand operations and maintenance manuals.
Preferred Qualifications
  • Associate's or Bachelor's degree in a construction, water distribution, or water treatment related field.
  • Construction experience to include drinking water projects.
  • Grade 01 distribution or water treatment operator certification.
  • Experience using Arc-GIS software.
  • Experience with operating and troubleshooting pumps, valves, flow meters, and telemetry.
  • Knowledge in water distribution hydraulics.
  • Certified in First Aid/CPR/AED or able to become certified within one year of employment.
