DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Supervise, coordinate, and manage a variety of engineering and construction management activities and personnel necessary to implement City’s Infrastructure projects (drainage, paving, water and wastewater) under Capital Improvement Program (CIP). Provide technical guidance and training to engineers and project managers. Provide technical analysis and information to develop solutions, define objectives, evaluate scope and fee proposals for design and construction projects, and make recommendations/ provide directions.

Prepare and/or review design and construction plans, specifications, technical reports, and cost estimates. Review and process contracts, invoices and pay estimates, supplemental agreements or appropriations, change orders, request for information and request for council action. Attend and conduct design/construction progress meetings and on-site field observations/inspections. Supervise and manage design consultants and construction contractors. Investigate and respond to inquiries from other City of Houston departments, consultants, agencies, contractors and the public.

CONDITIONS

This position is physically comfortable. This position will require standing, walking, bending, minor lifting, climbing stairs, and the ability to perform field investigations and negotiate field hazards.

This is a Houston Public Works Emergency Management position at the Tier III Level.

EDUCATIONAL REQUIREMENTS
  • Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
  • OR Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS

Six years of active practice in engineering work after graduation from an approved curriculum in engineering, with one of the years as a licensed Professional Engineer, or in a role of Project Manager or higher obtained after licensure as a Professional Engineer.

Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.

LICENSE REQUIREMENTS

Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required. May require a valid Texas Driver’s License and in compliance with the City of Houston’s policy on driving.

Preference will be given to applicants with experience in Water and Wastewater system design, construction, and project management. Strong communication skills, both orally and in writing, decision-oriented, problem-solving attitude and computer skills will be preferred. Ideal candidate will have a concentration degree in Civil Engineering.

None. However, the department may administer a skill assessment evaluation.
