TITLE BUSINESS MANAGER

SUPERVISOR Superintendent of Schools

JOB SUMMARY

Provides professional leadership, direction and accountability for the Business Services Division. The Division includes direct business related functions as well as finances related to food services, transportation, and plant and operation and management.

ASSIGNMENT
  • 12 Months (260 Days)
  • Exempt Contract

SALARY: Depending on qualifications and experience ($80,000-$120,000)

PERFORMANCE RESPONSIBILITIES
  • Keep the accounting records of the school system in compliance with the rules and regulations of the Board of Education and Minnesota State Statutes.
  • In the absence of the Superintendent, consult with Superintendent's designee to make fiscal and legal decisions in accordance with the Board of Education policy administrative procedures.
  • Project district's cash needs and prepare future daily and monthly plans for cash management.
  • Manages investments of district funds to maximize return on investment.
  • Engages in long-term fiscal planning to ensure financial stability of the district.
  • Calculates revenues and expenditures to prepare annual budgets for board approval. Ensures budget control measures are in place and adhered to. Recommends budget revisions as needed.
  • Supervise accounting and payroll personnel in the business office.
  • Certify the correctness of all tuition bills, federal, state and county aids and other funds due to the school district.
  • Audit, check and approval all bills, payrolls, and claims against the district before presenting them to the Board of Education for approval.
  • Oversee the payment of all bills, payrolls, and claims against the district when they have been approved by the Board of Education.
  • Prepare the school district books for audit at the end of each fiscal year and submit an annual report to the Board of Education when the audit has been completed.
  • Supervise the preparation of all federal and state project applications subject to the direction of the Superintendent.
  • Report on the financial status of the school district monthly at public board meetings.
  • Supervise the preparation of all annual reports and any other reports and shall perform such other duties as may be required by the Superintendent or the Board of Education.
  • Assist the Board of Education by preparing cost, time or use studies as requested by the Board.
  • Member of committees as assigned by the Superintendent.
  • Member of the Negotiations Committee
  • Maintain an accurate record of all insurance in force and make such reports to and claims upon the insurance companies as are in accord with insurance policy terms.
  • Coordinate and supervise all purchasing for the school system. Purchase orders must be validated by the signature of the Business Manager. Purchase requisitions will be validated by the Superintendent.
  • Is the custodian of all legal and other valuable documents for the Board of Education and the School District of Cass Lake-Bena.
  • Recommend to the Superintendent business items to be placed on the agenda for meetings of the Board of Education.
  • Shall study such needs of the school as come under his/her jurisdiction and make recommendations to the Superintendent regarding them.
  • Other duties as assigned by the Superintendent.
  • SUPERVISION OF OTHER EMPLOYEES
  • This position supervises the accounting technician, payroll clerk, and maintenance coordinator.
  • QUALIFICATIONS
  • 1. Bachelor's Degree in Accounting or Specialist Degree in Educational Administration
  • 2. Experience as a school business manager and with school finance
  • 3. Valid Minnesota Driver's License
  • 4. Must complete the necessary application process and pass a criminal background check and drug screening test
