Operations Manager
Under the general direction of the Public Works Director, this position supports the mission of the Watonwan County Public Works Department in the delivery of, construction and maintenance of the county’s transportation system, including the county highways, state aid highways, bridges and parks. The Assistant County Engineer oversees the delivery of the Department's construction program including surveys, pre-design, design, right-of-way acquisition, construction, material testing and contract administration.
Manages the bridge safety inspection program for all County, township, and small city bridges. Apply professional judgment to prioritize staff and technical resources, address issues, make decisions, take necessary actions, and report outcomes to the Public Works Director. Demonstrate initiative and creativity in all tasks. Assist the County Engineer in providing departmental leadership, including shaping vision and strategic plans for efficient, effective, and responsive operations and services.
Coordinate construction activities with the Public Works Maintenance and Accounting teams. This position will coordinate, provide leadership and work direction to professional and technical engineering staff. This position requires independence and judgement. Acts as the County Engineer/Public Works Director in the absence of the Public Works Director.

- Ability to interpret technical language, charts, etc.
- Knowledge of civil engineering principles and practices applicable to public works projects.
- Knowledge of design requirements applicable to public works projects.
- Knowledge of computer hardware, technology, programs/software, and systems generally used in an office environment and specific to the department's operations.
- Knowledge related to employee development and engagement to create a diverse and respectful work environment that encourages personal and professional development.
- Knowledge of the safety requirements and expectations applicable to the worksite.
Participates in staffing decisions and takes primary responsibility for guiding employee performance and conduct, including addressing concerns and implementing appropriate corrective actions. Promotes open communication and transparency as part of employee engagement. Ensures compliance with the Watonwan County Personnel Policies and collective bargaining agreements. Builds and maintains effective working relationships with internal and external partners, including other departments, community members, professional organizations, and regulatory agencies, to achieve organizational goals.
Models a customer-focused, safety-conscious, and results-oriented approach to high-quality service delivery.
