Position Description

Perform specialized assessment appraisal work for the most complex properties located within the Central Business District of the City.

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
  • Prepare narrative appraisals and other documents for informal reviews, City and County Board of Appeal and Equalization and Tax Court.
  • Testify in Tax Court as an expert witness.
  • Inspect, measure, photograph and value complex commercial, industrial, apartment, and special use properties.
  • Interview tenants and property owners to collect and verify data.
  • Read and analyze leases, income and expense statements, condominium declarations, purchase agreements, appraisals, certificates of real estate value, contracts for deeds and other legal documents to help estimate market value.
  • Effectively communicate with attorneys, tax representatives, and taxpayers to ensure fair market value and to defend the assessed value.
  • Utilize mass appraisal techniques to establish the assessment.
  • Review changes to property to determine the effects on market value and to determine market value of property.
  • Review, analyze, and inspect sales of property in accordance with Minnesota Department of Revenue standards to understand the market and to use for an accurate valuation and assessment ratio.
  • Work with City and County departments to request and provide information and tax estimates for future projects.
  • Respond to elected officials, including Minneapolis City Council and Hennepin County Commissioners on constituent's issues.
  • Inspect and value existing and new property divisions, combinations, and classification changes.
  • Assist the Chief Appraiser with gathering and analyzing market trends and information.
  • Inform and educate taxpayers on property tax laws and procedures and how these correlates to assessments and real estate sales activity.
  • Lead the department's continuous improvement efforts, including re-engineering of key office processes.

    Required Qualifications

    Minimum Qualifications
    :
    Bachelor s Degree in Real Estate, Engineering, or a related field, or equivalent.

    Minimum Experience: Three years of assessment and valuation experience, or significant fee experience that includes valuing commercial/industrial/apartment property, or significant real estate brokerage and commercial sales experience.

    Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Licenses/Certifications:

    • Accredited Minnesota Assessor (AMA) or equivalency with Senior Accredited Minnesota Assessor (SAMA) certification within 24 months of hire.
    • Valid MN Driver's License
    Selection Process

    The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.

    Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title.
