Overview
The Program Manager III provides enterprise-level quality assurance oversight for major capital construction projects within the NSP region, with a primary focus on large-scale power generation and renewable energy initiatives. This role is accountable for ensuring quality compliance across projects exceeding $100M in value and serves as a regional quality subject matter expert for engineering, construction, and overhaul activities.
The role operates in a matrixed, non-direct authority environment and partners closely with Project Managers, Plant Directors, Construction Leadership, and external vendors to enforce uniform quality standards across the Energy Supply portfolio.
This is a high-visibility, high-risk role requiring regular field and plant presence.
ResponsibilitiesQuality Program Oversight
- Lead quality assurance (QA/QC) oversight for major capital and O&M projects, including renewable generation, power plant construction, and combustion turbine projects.
- Implement and manage standardized quality construction processes across multiple projects and disciplines.
- Ensure compliance with internal quality standards, regulatory requirements, and industry best practices.
Vendor & Supplier Quality Management
- Conduct vendor surveillance activities, shop inspections, and audits for critical equipment and materials.
- Coordinate quality witness and hold points for fabrication, delivery, installation, and commissioning activities.
- Review vendor documentation, inspection reports, and non-conformance resolutions.
Project & Field Execution
- Review and inspect field construction activities, including safety practices, material handling, fabrication, installation, and testing.
- Support development and execution of project-specific QA/QC plans, inspection plans, and testing strategies.
- Coordinate QA/QC inspection resources and staff augmentation in partnership with project leadership.
Stakeholder Collaboration & Leadership
- Act as a quality champion and subject matter expert across project teams.
- Provide guidance and recommendations to Construction Directors, Superintendents, and Project Managers regarding quality risks and mitigation strategies.
- Analyze construction quality performance trends and communicate findings to leadership.
Reporting & Documentation
- Track quality metrics, inspection outcomes, and corrective actions.
- Ensure accurate documentation for audits, compliance reviews, and project closeout.
- Utilize Microsoft Office and remote collaboration tools to support reporting and cross-functional coordination.
- Bachelor’s degree in Engineering, Construction Management, or a related technical discipline (or equivalent experience).
- 10+ years of experience in quality assurance, quality control, project management, or construction oversight.
- Demonstrated experience supporting large capital projects ($100M+).
- Experience with combustion turbine project quality oversight.
- Strong working knowledge of industrial construction, power generation, or renewable energy projects.
- Ability to influence without direct authority in a matrixed environment.
- Proficiency in Microsoft Office tools.
- Experience supporting renewable energy projects and power plant construction.
- Prior experience performing vendor surveillance and shop audits.
- Familiarity with industry QA/QC standards and inspection/testing methodologies.
- Strong written and verbal communication skills with technical and non-technical stakeholders.
