Responsibilities
- Takes charge of planning, designing, implementing, and overseeing small and large projects related to construction, alteration, renovation, space utilization, repair, and maintenance projects.
- Projects include new construction, renovation, system upgrades and maintenance for the facility.
- Coordinates activities such as project design, schedule development and project construction.
- Assures all projects are on schedule, within budget, and in compliance with all building codes and Bank standards.
- Coordinates project work with consultants and contractors, reviews consultant proposals, recommendations, drawings and specifications.
- Coordinates engineering review and construction document development for architectural, mechanical, electrical, and plumbing systems and equipment.
- Ensures construction document adherence to standards and building codes, including the Americans with Disabilities Act (ADA).
- Regularly reviews construction work to ensure compliance with design, construction documents and customer expectations.
- Works with the Procurement Department on the selection of professional consultants/contractors.
- Including preparation of all RFP bid documents and instructions, host pre-bid meetings, facilitates the response to bidder questions, and conduct bid analysis and evaluations, and makes vendor award recommendations.
- Manages the construction change order process to assure proper resolution of project related issues.
- Conducts field inspections of work to determine compliance with contract documents.
- Participates in District Studies and District Standards work groups including Building, Mechanical, Electrical, and Security Assessments, supporting department, Bank, District, and Federal Reserve System initiatives/work groups.
- At a System or Bank-wide level, assists in managing multiple projects with performance monitoring, scheduling change recommendations, supporting with forecast adjustments, resource additions, and ensuring timely completion of project deliverables.
- Assists in providing guidance and direction to contractors, consultants and vendors and managing ongoing relationships.
- May coordinate project work with Bank stakeholders, consultants and contractors, reviewing consultant proposals, recommendations, drawings and specifications.
- Supports effective internal partnerships with key business lines such as Information Technology, Law, Financial Management Group, Procurement, and Human Resources.
- May engage with all Bank departments to understand and document future needs.
- Assists in tracking the lifecycle of Facilities Assets and plans for replacements.
- Facilitates communications, meetings and conference calls, and coordinate work activities, which may include interactions with external BOG RBOPS members to provide project status updates and solicit feedback.
- Assists in maintaining and monitoring various reporting mechanisms for financial and schedule performance to communicate progress and results to management.
- Contributes to and assists in creating documentation and/or management presentations related to projects and initiatives.
- Coordinates and assists in managing the integration of vendor tasks, and tracks and reviews vendor deliverables.
- Assists in analyzing and evaluating the business needs; assessing risks involved, expected benefits, and may recommend technical, procedural, and/or viable solutions.
- Assists in tracking key risks for the department and may assist in the development of mitigation strategies.
- Coordinates with Procurement, Law, Audit and other departments in procurement activities for Bank.
- Ensures that projects comply with Bank’s Audit procedures.
- May provide facilities and construction expertise to project managers and project teams to establish appropriate implementation strategies to include planning, designing communications, training development, implementation budgeting, delivery methods, and/or timing/bundling for complex initiatives.
- Assists in identifying training needs specific to project management duties and provides mentorship to team members as needed.
- Assists in coaching junior team members, while also mentoring project management, procedures and processes.
- Coordinates contractor selection process and ensures contracts are implemented effectively and in compliance with the project requirements.
- May Analyze proposals and cost estimates submitted by contractors and consultants and make recommendations to management.
- Participates in preparing cost estimates, developing and maintaining project budgets and schedules.
- Participates in forecasting and monthly accrual activities and develop contingency plans for deviation from forecast.
- Assumes other duties and responsibilities as needed or assigned (e.g., emergencies, rush jobs, change in workload, technological developments, etc.).
- A Bachelor’s degree from an accredited college or university in Construction Management, Engineering, Architecture or equivalent experience in related field is required.
