Position Description
This position will join 238 staff across five divisions and lead the development, implementation, and management of technology tools to manage and streamline the daily work, make strategic decisions, measure results, and tell the department's story. This position will manage all CPED IT projects, systems, hardware requirements, and staff in the department and be the CPED's IT liaison with City IT.
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities- System Analysis and Desi
gn: Work independently with users to gather requirements and produce or direct production of business prototypes and process flows on complex projects, apply analytical skill to define, resolve and direct resolution of complex systems problems and prepare plans and/or specifications for implementation. - Project Management: Understand the business, systems, people and partners of the department to lead the department's work around technology tools and systems. Conduct initial and periodic meetings with users and systems personnel on moderate and complex projects. Develop and implement information management and technology solutions, derived from an assessment of business practices, culture, products, customers and objectives that meet the needs of operating units.
Apply analytical skill to define, resolve and direct resolution of systems problems and prepare plans and/or specifications for implementation. - System Implementation: Develop, coordinate or purchase, install computer software to address the information processing needs of the CPED and its customers. Direct or apply testing methodologies to plan and execute unit and integration tests, assist user in planning and executing acceptance tests on most complex system projects. Document systems and assist in training of users. Manage the product roadmap of the Salesforce and other systems, build and maintain timelines and project plans to execute on priorities.
Manage and provide guidance on other department applications including Enterprise Land Management System (ELMS), GIS, Envision, Project Docs, and Crywolf. - Supervision: Participate in hiring, promoting, transferring, disciplining and terminating employees. Monitor workloads, schedule work assignments, maintain employee calendars, provide training, coordinate development needs and evaluate employee performance.
- Technology: Maintain current technical level by evaluating new software technology, attending seminars, reading trades' articles and continuing industry related training. Deliver IT solutions integrated into the Enterprise infrastructure and combine appropriate enabling technology, existing IT applications/infrastructure and commercial off-the-shelf products into proposed IT solutions. Assess and support all hardware needs in the department.
- Communications: Interact with internal and external users regarding needs, requests, inquiries and technological problems and develops relationships with vendors. Develop and lead change management plans, including developing communication strategies, assessing impact on stake holders, providing training support and ensuring smooth transition during implementation. Champion a strong continuous improvement culture to ensure deployment of scalable, simplified and standardized processes.
- Administration: Collaborate cross-functionally and lead through influence to drive business decisions and advance long-term strategic efforts to achieve project goals and advance projects through the Enterprise. Lead CPED IT Governance team. Provide timely project status updates to the CPED and IT management teams.

Required QualificationsMinimum Education
Bachelor's degree in computer science, Information Technology, Management, Software Engineering, Project Management, Business, or Process Engineering, or equivalent.
