Overview

The Fourth Judicial District is pleased to accept applications for a Human Manager position, in District Administration of Hennepin County District Court. This position provides leadership and operational oversight for the Human Resources team; comprised of 5 Human Resources Business Partners and 6 Human Resources Coordinators. Together, this team delivers Human Resources consultative and transactional services for employees, management, and judicial officers.

Additionally, Fourth District Human Resources representatives promote an equitable work environment through best practices and continuous improvement in HR programs and policies.

This position is located on the 12th floor of the C-tower at the Hennepin County Government Center, 300 S. 6th St, Minneapolis, MN 55487. Typical hours for this position are Monday through Friday from 8:00 a.m. – 4:30 p.m. and may vary depending on the assignment and operational needs. This position will work primarily onsite, with some flexibility to work remotely, depending on business needs.

of Duties
  • Manages and oversees the delivery of all human resources functions, including recruitment and selection, benefit administration, employee relations, performance management, workers’ compensation, unemployment claims, human resources transaction and payroll coordination, employee recognition, leave management and compliance, workplace safety, HR Information Systems, and HR policies and procedures.
  • Serves as a trusted point of contact for employees, supervisors, administrators, and judges to address concerns and resolve conflicts in a constructive and professional manner. Fosters a positive work environment that encourages collaboration, transparency, and mutual respect, ensuring employees feel valued and engaged.
  • Promotes employee wellness programs that support work-life balance, mental health, and overall well-being. Partners with leadership to develop initiatives that foster a healthy, inclusive, and productive workplace environment. Engages with statewide diversity, equity and inclusion initiatives, and may also develop and ensure effective local implementation.
  • Manages local labor relations, participates in grievance resolution, and advises on disciplinary actions. Ensures compliance with labor laws and union contracts, fosters professional union relationships, and trains management on effective labor practices. Participates in negotiating collective bargaining agreements as a member of the collective bargaining management team.
  • Analyzes and makes decisions on classifications within District/Division authority. Analyzes and makes recommendations on classification requests requiring submission to State Court Administration Office.
  • Oversees the use of HR information systems to ensure accurate and up-to-date employee data.

Minimum Qualifications
  • Bachelor’s degree from an accredited post-secondary institution or university
  • Five (5) years of human resources experience
  • Two (2) years of supervisory experience
Minimum Knowledge, Skills, and Abilities
  • Knowledge of Minnesota state and federal employment laws, rules and procedures
  • Considerable knowledge of human resources operating principles and best practices
  • Ability to interpret and apply collective bargaining agreements, personnel policies, programs, and practices
  • Ability to develop and implement personnel practices consistent with established policies
  • Ability to analyze and resolve employee relations and personnel issues
  • Ability to negotiate and resolve conflicts effectively
  • Ability to apply critical thinking and produce sound decisions
  • Ability to develop and maintain harmonious working relationships with administrators, supervisors, employees and employee representatives
  • Ability to communicate effectively orally and in writing, including presenting complex information to a variety of employees and leadership audiences
  • Ability to supervise others effectively and achieve results through teams
