Job Summary:

The Measurable Skills Gains (MSG) Proctor Administrator is responsible for coordinating, administering, and tracking educational assessments and industry-recognized credentials across EMERGE’s Adult, Youth, Reentry, and New American programs. The MSG Proctor Administrator ensures accurate testing, data integrity, compliance with funder and partner requirements, and effective coordination with program staff and participants.

The MSG Proctor Administrator serves as a certified CASAS Test Proctor
, OSHA Proctor
, and Accenture Learning Assignee
, supporting participant assessment, credential attainment, and progress toward education and employment goals. The MSG Proctor Administrator plays a critical role in maintaining assessment quality, supporting program outcomes, and ensuring timely and accurate reporting.

III. Core

Job Functions:

The MSG Proctor Administrator performs a wide range of duties including but not limited to the following:

A. Assessment Administration & Proctoring

  • Administer CASAS assessments in compliance with state and federal adult education guidelines
  • Serve as a certified CASAS Test Proctor, ensuring test security, standardized procedures, and accurate scoring
  • Schedule and proctor assessments for adult, youth, reentry, and New American participants
  • Ensure appropriate testing accommodation is provided in accordance with program requirements

B. Credentialing & Learning Platform Administration

  • Serve as an OSHA proctor and coordinate OSHA credentialing activities
  • Act as the Accenture Learning Assignee, managing participant enrollment, access, and progress within Accenture learning platforms
  • Track credential completion and ensure documentation is complete and accurate

C. Data Management & Reporting

  • Enter assessment and credential data into required data systems and internal tracking tools
  • Maintain accurate, organized, and confidential participant records
  • Support program staff with data needed for reporting, monitoring, and continuous improvement
  • Assist with data quality reviews and compliance checks

D. Program Coordination & Staff Support

  • Coordinate with Program Directors, Navigators, Instructors, and Coaches to align assessments with participant goals
  • Communicate assessment schedules, requirements, and results clearly to staff and participants
  • Support consistent assessment practices across programs and populations

E. Compliance & Quality Assurance

  • Ensure all assessment and credentialing activities meet funder, regulatory, and partner requirements
  • Maintain required certifications and participate in ongoing training as needed
  • Support audits, monitoring visits, and internal reviews related to assessments and credentials
  • Performs any other tasks and duties necessary for the agency to meet its mission.
IV.

Position Requirements :

Education and Experience

  • AA degree in human services or related field or equivalent combination of related experience and post-secondary education
  • Experience administering assessments, exams, or credentials in an education or workforce setting
  • Eligibility to become certified as a CASAS Test Proctor (or current certification preferred)

Skills, Knowledge and Abilities

  • Demonstrated skills in Microsoft Office 365, including Word, Excel, PowerPoint, and Outlook. Workforce1 and/or Client Track experience aplus.
