Overview

This position is located in the Acute Nursing Inpatient Division at the Clement J. Zablocki VA Medical Center (695) in Milwaukee, WI, a complexity level 1a VHA facility. The primary purpose of this position is for the coordination and monitoring of Acute Nursing Inpatient administrative programs. The duties include performance improvement activities, policy development, budget and financial management, and other administrative functions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement (01/29/2026). Time-In-Grade Requirements:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-9 Level Grade Requirements include Specialized Experience, Education, or Combination of Experience and Education as described below. Specialized experience must be one full year equivalent to at least the next lower grade level (GS-7) in Federal service and include knowledge of budget administration and analysis, preparing, justifying, reporting on, and executing the budget; understanding the relationship among program, budget, accounting, and reporting systems;

using computers, software applications, databases, and automated systems; analytical reasoning; and leadership qualities. Education may include a master's or equivalent graduate degree, or 2 years of progressively higher level graduate education leading to such a degree, or related professional degrees. A combination of experience and education is also acceptable. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position:
Budget Administration, Computer Skills, Critical Thinking, Leadership. Experience refers to paid and unpaid experience, including volunteer work.

Note:

A full year of work is considered 35-40 hours per week. Part-time experience is credited proportionally. Applicants should clearly indicate duties, responsibilities, and hours per week for such experience.

Duties
  • Duties:
    Provides for budgeting and financial management
  • Prepares budget package for submission to the budget office and responds to all questions from that office
  • Monitors balances and status of projects and recommends/justifies realignment of funds as needed
  • Knowledge and skill in the use of computer software equivalent to Microsoft Word, Excel, PowerPoint, Access, Outlook, and VISIO
  • Establish, maintain, and manipulate databases, spreadsheets; produce charts and graphs
  • Prepare presentations, briefings, reports, and correspondence; utilize email and maintain calendars
  • Analyzes issues assigned, selects and applies accepted analytical techniques
  • Applies accepted principles, methods, and guidelines for qualitative analysis
  • Establishes, directs, and manages a complex system of clerical support
  • Serves as the first-level supervisor
  • Performs full range of human resource requirements
  • NOTE:

    Selectee may be required to serve a Supervisory Probation Period
