Summary

This position is located at VA Medical Center Milwaukee - Wisconsin - in Research Service - Administrative Section. The employee serves as the financial accounts technician for Research Service. The primary purpose of the position is the purchase of goods and services - and associated fund control point maintenance.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 03/25/2026. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation - but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized

Experience:

Possess one year of specialized experience which was equivalent to the GS-4 level. Specialized experience is defined:
Experience extracts - complies computes all types of Research Development statistical report and requisition. Check the accuracy of funding documents and continually updates records of status of fund for assigned control points. Reviewing documents as vouchers - purchase request - and contractor invoices to assure agreement of budgetary account codes and dollar amount and compliance with regulation and procedures. OR
- Education:

Applicants may substitute education for the required experience. To qualify based on education for this GS-05 level position you must have four (4) years of education above high school - in an accredited college or university. OR Education and Specialized

Experience:

Possess education beyond 3 years of education above high school in an accredited college or university and specialized experience. Duties
  • Enters all orders to vendors for all prime vendors (services and supplies)
  • Codes and extends monies (1358) for requests for prime vendor based on information received from past experience
  • Enters data for Expendables items under $2
    -500.00 - using a government wide FSA smart pay purchase card
  • Compiles and maintains Research service accounts
  • Reconciles all bi-weekly for items issued and cost against Research Service
  • Assists Budget Analyst in maintaining all cost accounting files
  • Extracts - compiles - computes and types all Research Service statistical reports and requisitions - enters data for the AO or the Budget Analyst in Excel software
  • Maintains Research Service Records for requested purchases - items obligated - items received - back-ordered or price corrections in a current status to insure funds are available for commitments
  • Investigates discrepancies in activity listing with Fiscal Service
  • Reconciles all bi-weekly computer printouts for items issued and cost against Research Service records
  • Makes corrections with Fiscal Service and updates information in the research helix database
  • Provides customer service for vendors - budget analysts - and other staff - using established instructions - practices - and precedents
  • Checks records/files and automated systems for status of payments and payment dates - and follows-up as necessary
  • Responds to customer inquiries of a routine nature
  • Resolves recurring problems - referring complex problems to the appropriate party for resolution
