Summary

This position is assigned to the Facilities Section;
Facilities and Construction Branch;
Fleet & Family Readiness (FFR) Support Services; FFR;
Commander, Navy Installations Command (CNIC);
Millington, TN. Incumbent serves as a Construction Project Manager supporting Navy FFR. The mission is to administer the Navy-wide program for the planning, project nomination, programming, design, construction, repair, renovation, alteration, conversion, and maintenance of FFR facilities.

Responsibilities
  • Manage the design and construction of FFR facilities (e.g., recreation, community support, lodging, and/or Morale, Welfare, and Recreation (MWR) business-based activity facilities) including new construction, renovation and/or conversion of existing facilities; plan, organize, coordinate, and execute all facets of the projects.
  • Assist in preparation of project nominations and facilitate the Project Validation Assessment (PVA) team’s site assessments to determine program user needs/facility demands, estimate local competition, and conduct operational analysis.
  • Identify efficiencies and cost‑effective measures related to FFR capitalization efforts with a focus on the design/build process.
  • Develop Acquisition Plans, monitor project schedules and budgets, prepare purchase requests and independent government estimates, and work closely with contracting officers to ensure procurement integrity and separation of functions.
  • Prepare statements of work (SOW) for all solicitation and contract types, coordinate required documents with local Base, PW, Facilities Engineering and Acquisition Division, or NAVFAC, and prepare evaluation plans for complex procurements.
  • Identify requirements and assist with procurement negotiations, ensure compliance with contractual requirements, and provide certification for receipt of construction payments and validation of contractor‑submitted change orders.
  • Oversee development and maintenance of project files and records, ensuring documentation is adequate and organized.
  • Correspond with the activity PW office on planning issues to resolve issues early to control costs and time extensions.
  • Review A/E submissions, specifications, cost estimates, technical planning documents, and project status reports; coordinate A/E design development with commercial A/E firms, NAVFAC, and other agencies.
  • Develop design problem statements and continuously review FFR projects through all phases of planning, programming, design, and monitoring performance.
  • Develop, review, and conduct on‑site FFR master plans and coordinate them with Shore Infrastructure Plans, Installation Master Plans, and Capital Improvement Plans (CIP).
  • Provide on‑site facility planning and design assistance, including concept sketches, AutoCAD drawings, design alternatives, and project nomination/execution guidance.
  • Provide monthly status updates on each project to CNIC HQ (N944) and enable on‑time schedule reporting for monthly meetings.

Qualifications
  • Knowledge of the principles, concepts, theories, practices, and techniques of architectural/engineering design.
  • Ability to execute construction and renovation projects.
  • Knowledge of the principles and practices of administration of non‑appropriated fund (NAF) Capital Programs for recreation, community support, lodging, and/or MWR business‑based activity facilities.
  • Knowledge of environmental and economic considerations along with industry trends in the relevant facilities.
