Description of Assignment/DutiesYou will perform as an Accounting Officer responsible for a Finance Center programs and functions including budgeting, programming, and execution. The duties under this vacancy are the following:
- Oversee the annual execution of $35B+ for the enterprise from various funding sources (Civil Works, Military Programs, etc).
- Manage an annual budget exceeding $35 million, ensuring efficient budgeting, cost savings, and long-term planning.
- Lead the Finance Center by managing over 200 employees across two geographical locations, and provide executive leadership in finance and accounting programs worldwide.
- Develop, implement, and enforce finance and accounting policies, ensuring compliance with federal guidelines and regulations.
- Serve as Program Manager for CEFMS II, overseeing system maintenance and enhancements, and ensuring smooth accounting operations and audit readiness.
- Maintain internal controls and ensure compliance with the CFO Act, safeguarding financial assets and records.
- Work with and advise leaders at District, Division, HQUSACE, HQDA and OSD levels.
- Represent USACE at meetings with the Army Staff, DFAS, OMB, Department of Treasury, GAO and other agencies.
This critical position demands leadership, strategic oversight, and a deep understanding of financial management, policy implementation, and system controls within a large-scale government organization.

Applicant QualificationsBasic Requirement for 0510 series:
Bachelor’s degree (or higher) in accounting; or a degree in related field with 24 semester hours in accounting (up to 6 hours of business law acceptable).
OR
Combination of education and experience: at least 4 years of accounting experience with one of the following: 24 semester hours in accounting/auditing; or CPA/CIA certification; or substantial accounting coursework plus demonstrated professional work in accounting or auditing with reviewer validation.
In addition to the Basic Requirement, you must meet the Specialized Experience for GS-14 equivalent:
One year of experience applying federal accounting standards, fiscal law, policies, and regulations to develop innovative accounting and finance strategies; oversight of government accounting systems; strategic oversight of finance programs; interpretation of policies; leadership of teams in financial management.
This definition is typical of the next lower grade in federal service. Substitution of education for experience is not permitted for this job.
