This position is located in the Water Quality Division - Public Water Supply Engineering and Enforcement Section in Oklahoma City.

This is an engineering position in the Public Water Supply Engineering & Enforcement Section (PWSES) of the Water Quality Division. This position is officed in the DEQ headquarters building in Oklahoma City but includes frequent, mostly day travel to an assigned a district within the state composing of several counties. The position requires strong communication, interpersonal, customer service, problem solving, prioritization, and technical skills.

Candidates must be capable of managing working relationships with diverse public water supply (PWS) system stakeholders, including PWS system operators, managers, and owners; DEQ and other governmental colleagues; and technical and financial assistance providers, including consulting engineers. While preferred, the position does not require prior knowledge of PWS system engineering, design, operations, and regulation, but the position does require candidates to learn these technical and legal concepts thoroughly within a year of hire.

This position reports to the Engineering Manager of the PWSES of the Water Quality Division and performs Job Tasks under supervision ranging from direct to limited, depending on qualifications, experience, and demonstrated performance.

• Investigate environmental complaints involving PWS systems.
• Perform sanitary survey inspections on PWS systems as assigned. Completion of sanitary survey inspections includes performing onsite inspections and engineering reviews, preparing and finalizing sanitary survey reports, and providing follow-up to ensure the correction of sanitary deficiencies.
• Ensure public health protection through the implementation of state and federal regulations by following up on enforcement referrals, gathering and reviewing evidence, making compliance determinations, preparing legal documents, and managing enforcement cases by working closely with DEQ attorneys.
• Build and manage relationships between DEQ, PWS systems, state, federal, and other stakeholders.
• Respond to PWS emergencies and perform mandatory engineering and follow-up investigations.
• Provide onsite and offsite engineering technical assistance to PWS systems to resolve compliance issues.
• Facilitate and participate in public meetings concerning PWS systems.
• Provide training concerning PWS system engineering, design, operations, and regulation.
• Review technical memorandums and engineering reports to resolve compliance issues.
• Continuously learn and keep abreast of developments concerning PWS system engineering, design, operations, and regulation.

Applicants must have a valid Oklahoma driver's license. This position requires travel within the State of Oklahoma on a regular basis and out of state travel on an occasional basis. To complete field and out of office duties, this position regularly requires employees to work long days and to occasionally travel overnight. Employees can earn comp-time or schedule an adjusted work week to compensate for work in excess of 40 hours per week.

Level III - bachelor’s degree in engineering from a college or university recognized by the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors, in accordance with the standards of the Accreditation Board of Engineering Technology.

Level IV - Those identified in level III, plus registration as an Engineer Intern.

Level V - registration as an Engineer Intern and one year experience in the practice of engineering; or an equivalent combination of education and experience, substituting the completion of a master’s degree in engineering for the required one year of experience in the practice of engineering.

Level VI - registration as an Engineer Intern and two years of experience in the practice of engineering; or an equivalent combination of education and experience, substituting a master’s degree in engineering for one year of experience in the practice of engineering.

To be considered for this position applicants must be within 60 days of obtaining their degree.

Persons with out of state registration as an Engineer Intern must transfer their registration with the State of Oklahoma through the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors no later than six (6) months from the date of appointment. Persons will not be granted permanent status without a valid Oklahoma registration as an Engineer Intern.
