Directs crews in the construction and maintenance of roads in the county; operates various types of heavy equipment; conducts routine maintenance checks on vehicles and equipment; transports materials to and from work sites.
ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned.
- Assists Director of Operations in daily and long-range plans for the department as well as in estimating material and labor costs for each project.
- Responds to emergency road maintenance calls (fire, storm, accidents, etc.).
- Inspects construction and maintenance projects to verify their conformity with specifications.
- Receives and responds to complaints and comments from concerned citizens and motorists.
- Attends monthly safety meetings for Road Department.
- Assists with studies and proposals, including performing research and making recommendations.
- Operates heavy equipment such as finish blade, asphalt truck, motor grader, and other equipment used in the construction and repair of county roads and bridges.
- Performs work with hand tools, including digging trenches, filling excavations, mixing concrete, cutting down trees and brush, and removing driftwood and debris from culverts.
- Oversees direction of traffic at construction sites. Deferring to Director of Operations when opinions differ.
- Performs welding duties, including welding parts together and repairing broken or cracked parts.
- Drives tractor-trailer truck, dump truck, water truck, oil truck, pickup truck, or other trucks for hauling materials to construction or repair sites.
- Performs tasks associated with bridge construction and repair.
- Operates other heavy and light equipment, including recycler, rough dozer, rotary broom, tractor shredder, chip spreader, rough carpenter, dump truck, and other equipment used in the construction and repair of county roads and bridges.
- Reviews projects and makes daily work assignments.
- Reviews and posts timesheets daily
- Regular & timely attendance is required
In the absence or at the direction of the Director of Operations, supervises staff including assigning and reviewing work, conducting performance reviews, and recommending personnel actions. Responsibilities also including disciplinary actions, hiring and firing.
In the absence or at the direction of the Director of Operations makes supervisory decisions r including hiring, firing, reviews and disciplining of the secretary, sign specialist, and safety foreman. May assign work daily to these 3 employees.

EDUCATION and/or EXPERIENCEHigh school graduation or its equivalent, plus at least seven years of experience; or any equivalent combination of education and experience, which provides the required knowledge, skills, and abilities
KNOWLEDGE OFSafe operation of the equipment used in road construction and maintenance; provisions of the Texas Motor Vehicle Code relating to operation of such motorized equipment; the Texas Manual on Uniform Traffic Control Devices; and principles of supervisory management.
SKILL/ ABILITY TOOrganize and prioritize tasks to be assigned and completed; analyze and evaluate overall safety of equipment and personnel relating to road construction and maintenance; write reports, letters, and memos; read manuals, letters, and memos; operate equipment used in road construction and maintenance; service and make minor repairs on equipment; apply safety standards to prevent hazards; supervise work of others, recognizing problems and recommending solutions;
perform basic mathematical calculations; estimate materials and labor costs for projects; assist others in properly operating equipment; tolerate outside working conditions, including exposure to adverse weather conditions; work effectively and cooperatively with co-workers; and maintain Texas driver's license applicable to job responsibilities and good driving record.
Class A CDL driver's license, with tanker endorsement.
