Overview
Job Description Under the general direction of the Police Captain, the Communications Supervisor is responsible for effectively managing and directing the daily operation of the police communications center, including scheduling and training to ensure the safety and protection of visitors, patients, employees, and assets of Midland Memorial Hospital. The supervisor reports key activities, issues, and incidents to Security Department leadership, officers, and the Director of Safety & Security.
The supervisor works with the Security Department, PBX staff, and MMH leadership to identify suspicious activity via security camera and card access systems.
SHIFT & SCHEDULE
Essential Functions / Performance Expectations- Provide dispatch services for the Midland Health system; follows Midland County Hospital District Police Department (MCHD PD) policies and procedures.
- Ensure safety of Police Officers, Security Officers, hospital staff, and the public; listen to and comprehend telephone, radio, and interoffice communications while processing calls for service.
- Answer incoming emergency and non-emergency calls; interview callers, gather details, prioritize calls, dispatch responders, and relay pertinent information to law enforcement and security officers; notify hospital personnel of critical incidents as required.
- Communicate effectively in all modes to protect the safety of the public and responders; respond promptly to public safety matters.
- Provide information, instructions, and assistance to the public within scope of authority.
- Monitor all areas of the hospital campus using security camera and access control systems; identify potential security or safety risks and report to appropriate individuals or departments.
- Comprehend and apply state laws, municipal ordinances, organizational policies, and procedures.
- Provide dispatch services for Midland Memorial Hospital and Midland Health facilities; track law enforcement and security resources, personnel, incidents, and trends.
- Operate multi-channel public safety radio system, including interoperable communications with other agencies.
- Process and record requests for police, fire, and medical services via CAD or approved manual procedures.
- Provide detailed call information to officers; maintain awareness of officer locations; monitor message traffic and relay information as needed.
- Perform inquiries and criminal history checks for Officers through NCIC and TLETS.
- Enter emergency assistance calls into CAD; input information into NCIC and TLETS; maintain records, files, and system databases; query databases and compile data for reports.
- Work in low-light conditions; operate in a confined area for extended periods; enter data into various computer systems.
- Document activity, location, and status in CAD; disseminate information quickly and accurately.
- Monitor and identify activations of alarm systems; follow department protocols.
- Communicate with other law enforcement agencies and emergency services for additional information and resources as needed.
- Receive and send information to and from other agencies and jurisdictions; perform under stress during emergencies.
- Maintain confidentiality of all records and information; testify when summoned in criminal or civil courts.
- Be available for mandatory overtime as required due to manpower or emergencies; attend training schools/seminars and city-related events (may require travel, occasionally overnight).
- Act in the absence of the shift supervisor when required.
- Coordinate and supervise training, assignments, and development of subordinates; conduct periodic performance evaluations and counseling; assist in department budget preparation.
- Arrange testing and set up applicant interviews; serve on employment interview boards.
- Ensure all personnel maintain required certifications for TCIC/NCIC and TLETS; comply with state audits and objectives.
- Coordinate long-term communications facility and equipment plans; ensure accuracy and safe storage of records; manage records retention and destruction compliance.
- Retrieve information and maintain the data recording system for the communications center.
- Schedule and conduct meetings; maintain departmental equipment, supplies, and facilities; serve as dispatcher during emergencies.
- Attend workplace regularly, report punctually, and follow work schedules; complete required training and professional development; support the mission and goals of Midland Memorial Hospital.
- High school diploma or GED, and one year of customer service experience (preferably in a high-volume call center); or equivalent combination of education and experience. Experience with CAD/RMS systems preferred. Typing speed minimum of 22 WPM. Some college preferred. Able to communicate effectively in verbal, written, and digital formats with the public and organization.
