• Job Title: HCS Program Manager
• Department: Operations

• Location: Midland, TX
• Reports To: Director of Operations

The HCS Program Manager is responsible for overseeing Spectrum of Solutions’ Home and Community-based Services (HCS) program to ensure high-quality, compliant, and person-centered service delivery. This role provides leadership to program staff, maintains relationships with individuals served and their families, and collaborates with agency leadership to support operational excellence and regulatory compliance.

• Oversee the HCS Program and ensure compliance with all local, state, federal, and accreditation requirements
• Maintain effective communication and relationships with individuals served and their parents/guardians
• Supervise HCS program staff, including performance management, training, and development
• Ensure staff compliance with agency policies, procedures, and regulatory standards
• Oversee in-home staffing schedules and monitor service delivery trends
• Attend and participate in operational and leadership meetings as required
• Conduct regular program staff meetings to communicate expectations and initiatives
• Assist with program budget preparation and resource planning
• Collaborate with internal departments to ensure coordinated services
• Perform other duties as assigned

• Bachelor’s degree in Human Services, Social Work, Healthcare Administration, or related field, or equivalent experience
• Experience working within Texas HCS or IDD service programs
• Supervisory or leadership experience
  
  Strong knowledge of compliance and service delivery standards
• Excellent communication, organization, and problem-solving skills

• Experience managing or coordinating an HCS program
• Knowledge of Texas HHSC rules and audit processes
• Experience with nonprofit or healthcare budgeting

• Ability to lead and support a diverse workforce
• Strong organizational and time management skills
• Ability to interpret and apply regulatory requirements
• Professional written and verbal communication skills
• Ability to work independently and collaboratively

• Office and community-based work environments
• May require occasional travel to homes or program sites
• Ability to sit, stand, walk, and use standard office equipment
