Overview

The Texas Health and Human Services Commission (HHSC) seeks a highly motivated, compassionate Program Specialist VI to support the Access and Eligibility Services (AES) division’s mission of connecting Texans with essential services. This role will serve as a project manager and primary liaison for the Eligibility Support Services (ESS) project, overseeing vendor activities, project development, and operational improvements.

Essential Job Functions (EJFs)
  • Perform advanced consultative services and technical assistance coordinating, developing, evaluating, and managing initiatives and Key Performance Requirements (KPRs) for the ESS vendor.
  • Serve as Point of Contact (POC), product owner, project lead, or participant for multiple ESS projects, establishing goals, coordinating proposals, pilots, and activities.
  • Develop guidelines, policy, and procedure recommendations to achieve performance measures for executive leadership.
  • Research, analyze, and evaluate data and performance outcomes related to cutting‑edge concepts, new initiatives, and innovative technologies to identify trends and make corrective action recommendations for training needs, policy updates, and operational procedures.
Knowledge, Skills, and Abilities (KSAs)

Knowledge of:

  • Local, state, and federal laws and regulations related to agency programs.
  • Strategic planning, project coordination, and management.
  • Oversight practices for evaluating contractual activities.
  • State Action Request (SAR) and Vendor Action Request (VAR) processes for formal contractual communication between the vendor and the state.

Skill in:

  • Managing multiple and competing priorities.
  • Identifying challenges, evaluating alternatives, and recommending solutions.
  • Conflict resolution and effective communication, including public speaking, written, and verbal skills.
  • Collaborating and cooperating with diverse groups.
  • Using critical thinking to make sound recommendations.

Ability to:

  • Take initiative and be self‑motivated.
  • Work collaboratively with internal and external stakeholders.
  • Self‑manage workload and multi‑task with flexibility and creativity.
  • Communicate effectively with varied audiences.
  • Research, analyze, and interpret data to develop and recommend effective operating practices and procedures.
  • Establish goals and objectives and maintain effective working relationships.
  • Proficiently use advanced Microsoft Office and related computer software.
Initial Screening Criteria
  • Experience leading and coordinating projects and work groups.
  • Experience developing and documenting business needs, processes, rules, and functional requirements.
  • Minimum two years applying HHSC Eligibility operational procedures for SNAP, TANF, and Medicaid Eligibility.
  • Experience with advanced Microsoft Office software.
  • Graduation from an accredited four‑year college or university with major coursework in a relevant field (preferred).
  • Experience working with state‑contracted vendors (preferred).
