Position: Transportation Specialist III/IV/V (Midland)

Overview

Transportation Specialist III/IV/V (Midland) is a position in TxDOT's Odessa District. The role inspects essential infrastructure throughout the District and may involve a mix of outdoor and hands-on work within a team. The position assists with administering contracts and service utility agreements across 13 counties. Salary grade levels vary by level, based on qualifications and business needs.

Responsibilities
  • Provide technical expertise and coordination for transportation programs involving multiple design and/or building construction projects, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards.
  • Assist with project planning, oversight, and development of policies and procedures for area of responsibility.
  • Interact with governmental officials, consultants, contractors and private entities; establish and manage work plans and priorities to meet objectives.
  • Oversee design work among TxDOT entities, consultants and contractors; review plans, traffic control devices, and related project documentation.
  • Monitor maintenance contracts and service agreements; ensure compliance with specifications and regulations.
  • Travel to districts and maintenance offices for site visits and program monitoring.
Qualifications

Experience: 5 years transportation design, construction, traffic operations, maintenance, or bridge inspection experience. Experience may be full-time or prorated part-time. Licenses and Certifications: Valid driver’s license; position requires driving a state vehicle.

Required competencies for Transportation Specialist III include:

  • Design, testing and quality control of materials used in highway and related structures.
  • Applicable testing methods, processes and procedures; preventive maintenance; applicable laws, rules and regulations.
  • Preparation, review, processing and compliance regarding plans, specifications and estimates; maintenance of traffic control devices.
  • Roadway maintenance concepts, MUTCD knowledge, and effective working relationships.

Additional competencies for Transportation Specialist IV include:

  • Extensive knowledge of construction engineering policies and procedures; bridge construction and evaluation; pavement design and management; ITS and traffic control devices.
  • Plan, review and revise Plans, Specifications & Estimates; oversee contract submissions; coordinate with area engineers.
  • Possess ability to serve as a lead worker and monitor area office workloads; provide guidance and necessary actions for maintenance and design projects.

Additional competencies for Transportation Specialist V include:

  • Oversee design work among TxDOT entities, consultants and contractors; manage complex project design and maintenance contracts.
  • Develop, interpret and apply guidelines, regulations, and procedures for area of responsibility.
Experience and Training

Mandatory experience: 5 years in transportation design, construction, traffic operations, maintenance, or bridge inspection. (Experience can be satisfied by full-time or prorated part-time equivalent).

Physical Requirements and Working Conditions
  • Subject to environmental conditions; outdoor work; exposure to extreme cold/heat, noise, vibration, hazards, and atmospheric conditions.
  • Requires wearing protective gear as needed; may involve working in small/crawl spaces, manholes, and narrow areas.
  • Lift up to 10–50 lbs as detailed in job description; frequent walking, standing, bending, reaching and other physical tasks.
  • Repetitive motion, visual acuity requirements, and ability to operate vehicles or equipment.
Schedule and Location

Location:

Midland Area Engineer/Maint 5100 W IH 20 Midland 79703. Travel:
Yes, approximately 10% of the time. Shift: Day shift, Mon–Fri 8am–5pm. Onsite with location flexibility as needed.
