Purpose of Position Oversee contracting and procurement daily functions for University Lands (UL), complete review and negotiation of contracts, and provide relevant strategic direction, compliance management, process innovation and improvement and with direct coordination and partnership with the University of Texas System contracting and procurement office.
Essential Functions
- Provide direction, oversight and planning for UL and provide contracting and procurement services, advice and guidance to UL departments.
- Review and oversee the utilization of the Contract Management Handbook and provide assistance, as needed, in all aspects of contract management.
- Build and maintain internal UL department contracting and procurement processes and practices and implement available technology solutions, as appropriate, and investigate, evaluate, and recommend additional technology solutions.
- Plan, organize, and/or lead negotiation of contract terms, including basic drafting of the agreement for conditions to best serve UL.
- Identify operational, financial, business, and reputational risks, promote audit compliance, and provide solutions.
- Establish metrics and monitor effectiveness of measurable tasks; identify trends, implement solutions.
- Promote, provide support for, and explore opportunities where appropriate, for contracts, training, and collaborative services that support UL.
- Contract administrator and liaison between UL and UT System with a role in contract review and formation.
- Manages the procurement credit card account and purchases; ensure that all purchases meet UT System policy requirements.
- Administers the maintenance of detailed records of items purchased, received, prepared, and issued using applicable state guidelines, rules, policies, and laws.
- Oversees all payments for utility invoices and service contract invoices.
- Ensures records are properly entered in People Soft and in the Midland’s database (Voucher Program).
- Researches and rectifies invoice/payment discrepancies.
- Educate end-user understanding of purchasing procedures and processes through training and direct interaction as they pertain to UL and UT System.
- Other duties as assigned.
Knowledge, Skills & Abilities
- Effective communication skills, both written and verbal.
- Ability to think critically to solve problems and exercise excellent judgement while complying with State code.
- Must be computer literate and proficient in the use of office computer software and other standard office equipment.
