Position Summary

The Parks / Harbormaster Supervisor is responsible for planning, organizing, and directing the operations, maintenance, and administration of all City parks and the

F. Grant Moore Municipal Marina, boat launches, docks, and waterfront public facilities.

This position serves as the City’s designated Harbormaster and is responsible for enforcing City marina ordinances and marina rules, ensuring safety and regulatory compliance, managing marina reservations and slip rentals, and providing leadership to full-time and seasonal staff.

The position works closely with the Parks and Recreation Commission to support long‑range planning, capital improvements, conservation initiatives, and community programming consistent with the City of Boyne City’s strategic goals.

Essential Duties and Responsibilities

Department Leadership & Administration
  • Supervises, hires, trains, schedules, evaluates, and disciplines assigned full-time and seasonal staff, including employees covered under collective bargaining agreements.
  • Exercises supervisory authority in accordance with City personnel policies and applicable collective bargaining agreements, including authority to recommend hiring, discipline, suspension, and termination in coordination with the City Manager.
  • Builds trust, fosters teamwork, and motivates both seasonal and permanent employees.
  • Establishes work priorities, assigns tasks, and monitors performance, productivity, and safety.
  • Develops and implements departmental policies, goals, and operational procedures.
  • Attends City Commission meetings as requested.
  • Attends and actively participates in monthly Parks and Recreation Commission meetings; serves as staff liaison and works collaboratively with the Commission on planning, programming, ordinance recommendations, and capital improvement priorities.
  • Prepares reports, recommendations, and presentations for City leadership.
Parks Operations & Maintenance
  • Oversees maintenance, safety, and improvement of all City parks, open spaces, and waterfront facilities.
  • Coordinates routine and preventative maintenance schedules.
  • Oversees playground inspections, trails, landscaping, irrigation, park amenities, and public facilities.
  • Assists in development and implementation of short‑and‑long‑range planning documents, including capital improvement plans.
  • Coordinates with other City departments on shared services and infrastructure projects.
  • Supports community events and park‑based programming in collaboration with staff, volunteers, and event organizers.
Marina & Harbormaster Responsibilities Facility Management
  • Oversees operations of the

    F. Grant Moore Municipal Marina, including 42 slips (fixed and floating docks), broadside/shoppers’ dock, public pier, fish cleaning station, and boat launch ramps.
  • Manages seasonal and transient slip rentals, reservations, waitlists, check‑in/check‑out procedures, and customer service.
  • Ensures proper functioning of marina amenities including water, electricity, restrooms, showers, ice service, and related facilities.
  • Monitors and oversees operations at Veterans Park Launch and North Boyne Launch, ensuring compliance with launch rules and coordinating attendant staffing as required.
Regulation & Enforcement
  • Enforces City Marine Ordinance and Marina Rules & Regulations, including speed limits, no‑wake zones, docking permits, quiet hours, fishing policies, pet regulations, and safety requirements.
  • Ensures compliance with applicable federal and state regulations, including Michigan’s Natural Resources and Environmental Protection Act and other boating safety laws.
  • Coordinates with law enforcement, marine patrol, emergency services, and regulatory agencies as needed.
Public Safety & Environmental Protection
  • Responds to emergencies related to harbor and waterway operations, including vessel issues, environmental hazards, and severe weather events.
