Under the direction of the County Highway Engineer, this highly responsible position assists in the daily operations of the engineering department.

The position will assist with the planning, supervision, and directing of the operations and activities of the County Road Commission Engineering Department; does other work as required.


Distinguishing Features of the Class

This is a highly responsible administrative and professional engineering position assisting with the direction and administration of County Road Commission engineering operations and activities.

The employee in this position, has responsibility and involvement in a wide variety of engineering matters, will have outstanding interpersonal skills and the ability to foster subordinate development.

Work involves the exercise of independent judgement and discretion in the interpretation, application and enforcement of engineering principles and practices, laws, regulations and policies relating to County programs, and the supervision of a number of professional, technical and other assistants or employees.

Conferences are frequently held with assistants or employees in the installation, clarification and execution of programs, and contacts are maintained with various governmental units and agencies in the development and coordination of County road, bridge and maintenance programs.

Work is performed under the direction of the County Highway Engineer and is reviewed through conferences, reports and the evaluation of results achieved and interaction of operations and program nature.


Essential Duties and Responsibilities

The following list represents the types of work performed and may not be totally inclusive for this position

1.Assists the County Highway Engineer with directing and supervising the activities of the professional and technical staff.

2.Assists with the development of programs and the development, determination, interpretation and enforcement of Commission Policies and programs.

3.Assists the County Highway Engineer with the preparation of departmental budget.

4.Meets with public and private agencies, committees and individuals interested in County road, right-of-way and related problems.

5.Assists with the review and supervision of the planning, design, construction and maintenance of highways, bridges and related facilities for conformance with County standards.

6.Assists with the development of plans and specifications for all construction and heavy construction projects of the Commission and oversees the implementation of same.

7.Assists the County Highway Engineer with short- and long-range plans for road related projects and programs for review and action by other staff and policy makers.

8.Major responsibility for the Road Commission NPDES Phase II storm water program, coordination, permitting and compliance.

9.Assists in the research of alternative innovative methods and means towards improvement of the county highway system, and creation of efficiency initiative in the construction and operation of the county highway system.

10.Other duties as assigned.
