Job Title

Environmental Impact Statement (EIS) Consultant – Management Support for CEQR

Job Description

The EIS Consultant will support the management and production of City Environmental Quality Review (CEQR) documents, including the Environmental Impact Statement (EIS) for the implementation of the Indirect Source Rule (ISR). The consultant will serve as the primary liaison between the ISR CEQR consultant and the Department of Environmental Protection (DEP), ensuring all project milestones, quality standards, and regulatory requirements are met.

Key Responsibilities
  • Project & Contract Management: Oversee the complete project lifecycle, including contract management, invoice review, and schedule tracking to ensure timely completion of EIS chapters. Monitor and verify that billing and work deliverables are in accordance with the established scope of work.
  • EIS Review & Quality Assurance: Act as the main point of contact between the ISR CEQR consultant and DEP, coordinating updates and revisions based on technical reviews and stakeholder feedback. Perform thorough reviews of all EIS documents to ensure that environmental impacts are accurately assessed and documented.
  • Progress Reporting & Coordination: Prepare and present regular progress reports and attend bi‑weekly progress meetings via Microsoft Teams. Maintain continuous communication with DEP, city agencies, and expert stakeholders to relay critical project decisions and updates.
  • Technical & Environmental Analysis: Support market analysis and industry assessments to establish the baseline for environmental review scenarios (No‑Action vs. With‑Action conditions). Ensure that all technical data collection, fieldwork, and analyses are integrated effectively into the DEIS and subsequent FEIS stages.
Qualifications
  • Education: Bachelor’s degree in Environmental Science, Environmental Engineering, Urban Planning, or a related field is required. A Master’s degree or relevant advanced certification is preferred.

    Experience:

    Minimum of 7–10 years of experience in environmental consulting, focusing on EIS/FEIS production, CEQR processes, or similar environmental impact assessments.
  • Regulatory & Industry Knowledge: Familiarity with New York City’s environmental review processes, DEP regulations, and local legislative frameworks is required. Knowledge of the logistics industry and environmental challenges associated with warehouse operations is an asset.
Skillset
  • Project Management: Proven expertise in overseeing project schedules, budget management, and contract oversight, ensuring milestones are met.
  • Technical Acumen: Strong analytical skills and proficiency in environmental data collection, technical writing, and quality assurance review of EIS documents.
  • Communication & Coordination: Excellent written and verbal communication skills, with the ability to facilitate meetings and act as an effective liaison among diverse teams.
  • Regulatory Compliance: Deep understanding of environmental compliance, CEQR processes, and the specifics of the proposed ISR framework.
  • Stakeholder Engagement: Ability to work with city agencies (DEP, DCP, BEPA) and external consultants, ensuring alignment and coordination throughout project phases.
Experience
  • Extensive experience in preparing and managing environmental reviews and impact statements, with a proven track record in large‑scale projects.
  • Demonstrated ability to manage consultant relationships, coordinate cross‑agency communications, and ensure adherence to established project timelines.
  • Experience in conducting market analysis and industry assessments, especially within logistics and warehouse operations.
  • Leadership in overseeing quality control and ensuring the final EIS documents reflect a comprehensive evaluation of environmental impacts, supporting public hearing preparations and regulatory compliance.
