Minimum Qualifications:

Bachelor’s degree. A minimum of six years of progressively responsible experience in solid waste disposal or collection operations to include supervisory experience is required. Additional progressively responsible experience in solid waste disposal or collection operations, to include supervisory experience may substitute for the required college education on a year for year basis. Solid Waste Association of North America Training and Certifications is preferred

Recruitment Notes

This highly responsible senior management position reports directly to the Deputy Director of Operations for the Department of Solid Waste Management (DSWM). The incumbent in this position will be responsible for overseeing critical components of the County’s solid waste disposal system, including Transfer Station Operations, Landfill Operations, and Waste Enforcement functions.

This position entails managing large, complex operational programs that include three regional waste transfer stations; disposal operations at active and inactive County landfills and Countywide enforcement of solid waste regulations related to waste set-outs, illegal dumping, permitting, and commercial/multi-family recycling. Operations span six- and seven-day schedules and include early morning and late-night activities requiring strong leadership and coordination.

The position requires extensive interaction with internal and external stakeholders, including senior County leadership, elected officials, other County departments, union representatives, and private sector disposal contractors. The incumbent will be tasked with assisting the Deputy Director with policy development, performance evaluation, operational planning, and preparation of divisional goals and objectives. The incumbent in this position also serves as acting Deputy Director as needed and provides key support during natural disasters and departmental emergency operations.

This position exercises managerial judgment, comprehensive knowledge of solid waste disposal systems, and the ability to oversee multidisciplinary teams of professional, technical, and supervisory staff.

Experience in Solid Waste Disposal is preferred.
