ResponsibilitiesThis position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This is a highly responsible and professional position that maintains cooperative relationships with the community, media, public relations and public information. In addition, may provide consultative public relations services to the Health Officer/Administrator and other Senior Management staff of the Florida Department of Health in Miami‑Dade County.
Responsibilities include, but are not limited to:
- All supervisory duties including hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and disciplinary action as appropriate.
- Reviewing legislative bill analyses prepared by Department staff for appropriateness and accuracy, revising as necessary.
- Reviewing and tracking local ordinances to provide input to local government on matters related to public health.
- Providing management consultant support services and assistance in the analysis and development of operational procedures to improve management capabilities.
- Providing consultation and technical assistance regarding the planning, implementation and monitoring of public awareness activities for the county.
- Assisting agency officials and their staff to promote the most efficient and effective accomplishments of the operating objectives at the lowest cost.
- Responding or coordinating responses to questions, complaints, legislative inquiries and issues generated from any other source when professional or program knowledge perspective is required.
- Preparing and distributing professional media releases relative to Departmental programs. Ensuring that media releases are communicated to appropriate people clearly, accurately and are following rules, regulations and guidelines applicable to the Department.
- Reviewing and approving public health awareness campaigns, working with Department of Health Office of Communication and programs.
- Managing the workflow process in the county, providing guidance and approval. Reviewing, commenting and suggesting on documents submitted to DOH‑Comms.
- Obtaining needed information from Subject Matter Experts and providing the compiled information to the Health Officer/Administrator for final DOH‑Miami‑Dade review.
- Develop and implement communication strategies that support organizational goals.
- Prepare press releases, media statements, talking points, newsletters, and public reports.
- Ensure all public messaging is accurate, accessible, and aligned with organizational policies.
- Coordinate press conferences, interviews, and media briefings.
- Monitor media coverage and provide analysis to leadership.
- Manage the organization’s presence across social media platforms and digital channels.
- Respond to public inquiries and maintain open communication with community stakeholders.
- Support outreach campaigns, public meetings, and community events.
- Lead communication efforts during emergencies, ensuring timely and accurate public updates.
- Collaborate with emergency management teams to develop crisis communication plans.
