Project

Summary:

The professional service effort focuses on Program and Project Management, Planning, Strategy, Partner Nation Engagement, Strategic and Operational Analysis, Logistics, Security Cooperation, Exercises and Assessments, and Data/Knowledge Management.

Position Summary:

This role supports partner‑nation assessments and monitoring plans, contributing to research and technical writing, supporting client and partner relations, providing technical assistance to team members, and representing MSI at professional meetings.

Responsibilities:
  • Advises on the development and implementation of security‑cooperation programs and activities.
  • Leads and supports development of AME products to manage security‑cooperation programs.
  • Supports OSD policy and DSCA in developing, supporting, and advancing security‑cooperation programs and initiatives, providing inter‑agency coordination in the field.
  • Keeps abreast of new policies, procedures, directives, and recommends agency changes.
  • Conducts technical assignments related to partner‑nation assessment and monitoring plans.
  • Designs templates and tools for data collection and analysis.
  • Facilitates monitoring‑plan development sessions.
Qualifications:
  • Bachelor’s degree in international development, social science, or another AME‑related field (M.A. preferred).
  • Five years of experience in Security Cooperation, AME, or related fields.
  • Experience conducting AME in at least one of the following areas:
    Security Cooperation strategy/policy, Institutional capacity building, Logistics, Human resource management, Resource management, or Protection of civilians/SSR/Civil Sector/Human Rights.
  • Technical assistance to foreign‑assistance implementing partners, including AME plan development, training, and reporting.
  • Development of surveys and other data‑collection instruments, supervision of data collection, analysis, and report writing.
  • Development of data‑collection plans, objective trees, theories of change, assessment plans, and performance monitoring plans.
  • Presentation of findings and recommendations to senior leadership and stakeholders.
  • Relationship management with key organizations, working groups, and professionals in the Security Cooperation AME sector.
  • Active Secret security clearance.
  • English fluency required;
    Spanish fluency preferred.
