Performs and fiscally administers advanced financial work in the day-to-day operations of financial functions such as accounting, accounts payable, payroll, and grants administration. Assists the Finance Director in the assignment, reviewing and coordinating work in the Finance Department. Position reports to the Finance Director.
ESSENTIAL JOB FUNCTIONS:
- Analyzes administrative problems requiring the exercise of judgment in the establishment, interpretation, and assists in the development of departmental policies and procedures city-wide;
- Coordinates one or more functions within the department;
- Performs a variety of special projects as assigned;
- Coordinates and ensures timely completion of departmental assignments and directives;
- Coordinates Agenda submission and follow-up;
- Coordinates personnel functions for the department, including drafting interview questions, gathering facts, evaluating, and making recommendations related to employability;
- Prepares complex reports and composes correspondence for the Director’s signature;
- Conducts workflow studies, performance research; compiles reports providing recommendations to improve department efficiency;
- Develops and maintains policies and procedures related to the interpretation of all applicable laws, ordinances, and regulations;
- Manages the daily activities of finance operations with functional responsibility over accounting, accounts payable, accounts receivable, payroll, and grants administration;
- Complies analyses, reconciliation or ancillary reports to assist with the annual year-end audit and preparation of the ACFR (Comprehensive Annual Financial Report).
- Prepares SEFA and support Single Audit documentation
- Assists with the preparation, distribution and compliance of Federal and State reports.
- Oversees all accounts, ledgers, and reporting systems, ensuring compliance with G.A.A.P and GASB standards and regulatory requirements;
- Coordinates budgeting, budget management, and cost controls;
- Researches and compiles data to prepare financial statements, monitors and analyzes monthly operating results against budget, interprets financial data, and recommends changes to improve system, financial performance, and reporting;
- Presents financial information to senior management .
- Tracks performance of investment assets, prepares annual financial reports, and participates in various contract negotiations;
- Coordinates year-end audit activities, supervise Accountants, Accounts Payable and Payroll staff, and works on special projects assigned by the director;
- Maintains and reconciles fixed asset records. Capitalize assets, record depreciation, and prepare roll forwards.
- Evaluates policies, programs, operations and implements and enforces internal controls.
- Attends workshops and conferences to stay abreast of changing budgetary and finance rules and regulations;
- Attends commission meetings to present financial and budgetary information;represents the department in meetings and provides technical information;
- Participates in the preparation of the overall Village-wide budget; supervises the monitoring of the expenditure budget, including capital projects, during the fiscal year.
- Maintains information and records of highly sensitive matters;
- Provides public records and information to the public, media, and other agencies;
- Assists the Finance Director on bond issues; and
- Performs other duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor’s degree in accounting, finance, business administration or related field;
- Seven years of experience in municipal finance and accounting, with supervisory experience;
- Certification as a Certified Public Finance Officer, Certified Governmental Finance Officer, or Certified Public Accountant is preferred;
- Or any equivalent training, education, and/or experience; and
- Valid State of Florida Driver’s License.
Knowledge, Skills and Abilities:
- Knowledge of the general laws and administrative policies governing municipal finance and budgetary practices and procedures in the State of Florida;
- Knowledge of the laws, ordinances, and regulations governing financial operations of the Village;
- Ability to act as a representative of the Village to the Public;
- Ability to supervise the work of others in a manner conducive to full performance and high morale;
- Ability to read, comprehend, and interpret oral and written instructions;
- Ability to interpret a variety of instructions and solve complex problems;
- Ability to deal appropriately and effectively with the public and various officials
- Ability to direct and manage multiple functions;
- Knowledgeable of municipal government laws, rules, and regulations in the state of Florida;and
- Ability to communicate clearly, tactfully, and effectively in both oral and written form.
