Summary
The Chief Estimator leads all estimating and preconstruction activities, with responsibility for pricing strategy, estimate accuracy, risk assessment, and final bid and GMP recommendations across hard bid, CMAR, design-build, and negotiated projects in municipal and private markets. This role manages the Estimating Department, oversees preconstruction planning and estimating systems, and presents final project budgets to Ownership and the President for approval prior to client submission.
JobFunctions
- Lead all estimating and preconstruction efforts for Hard Bid, GMP, and Design-Build pursuits from early budgeting through final submission.
- Establish and own estimating standards, procedures, templates, historical cost data, benchmarking, and bid review processes.
- Define pricing and bid strategy, including fee, contingency, escalation, allowances, general conditions, trade coverage, and schedule assumptions.
- Provide go/no-go recommendations, pursuit prioritization, staffing plans, and estimating resource allocation.
- Ensure full bid compliance, including public procurement requirements, forms, bonds, addenda control, and scope completeness.
- Direct subcontractor outreach, prequalification, bid solicitation, leveling, and market intelligence to ensure competitive coverage.
- Lead progressive and conceptual estimating, cost-to-budget tracking, value engineering, and target value design efforts.
- Identify, document, and mitigate estimating risks; maintain risk registers and contingency rationale for each pursuit.
- Review and approve final estimates, GMP recommendations, scope narratives, inclusions/exclusions, clarifications, and proposals prior to submission.
- Present complete bid and project budget packages to Ownership/President for approval and ensure thorough post-award handoff to project teams.
- The ideal candidate is highly organized, detail-oriented, and capable of managing multiple priorities in a fast-paced environment.

- Design-Build / Design-Assist Collaboration
- Qualifying and Leveling Vendor/Trade Partner Bids
- Risk Assessment, Contingency and Escalation Planning
- Contract and Scope Review (inclusions/exclusions, clarifications)
- 10+ years of estimating experience; 3–5+ years in a lead/manager role preferred.
- Strong South Florida subcontractor network and current market pricing awareness.
- Municipal bid experience (responsiveness, bid forms, bonds, addenda control).
- Advanced Excel and proficiency with takeoff/estimating tools (e.g., OST/Bluebeam or similar).
- Building Connected platform proficiency preferred
- Compass platform proficiency preferred

- Pro Est platform proficiency preferred
- P6 or Project platform proficiency preferred
- BIM platform proficiency preferred
