Job Description:
The purpose of this position is to perform various complex technical and administrative work in enforcing compliance with applicable national, state, and local laws, codes, ordinances, and regulations in the Village’s Building Department conducting Mechanical plan review and inspections relative to the installation and operation of boilers, air conditioning systems, refrigeration systems, pressure and process piping, fuel gas systems, amusements rides and related and allied equipment and installations on public and/or private properties.
ESSENTIAL JOB FUNCTIONS:
- Conducts examinations of plans and supporting documents for compliance with local, state and federal regulations.
- Conduct technical field inspections of buildings and premises during various phases of construction and use.
- Inspects the mechanical systems and material used in new and existing buildings, structures, and premises.
- Schedules inspections; returns telephone calls; and enters inspection results into computer database.
- Detects and investigates reported and unreported hazards, possible safety problems, and violations, and determines conformity with established standards and approved plans.
- Issues permits and certifications dependent upon compliance with standards and assist applicants in completing necessary forms.
- Issues stop work orders; recommends methods, materials, equipment, and alterations to assist in compliance with accepted standards.
- Determines the acceptability of the qualifications of contractors engaged in work related to the type of work referred to herein.
- Testifies in court and before related boards, obtains documentation, and prepares testimony.
- Reports suspected or known violations of zoning, electrical, plumbing, mechanical, licensing, marine, fire, and planning standards to the appropriate authorities.
- Prepares and maintains reports, records, and correspondence concerning building structure enforcement and inspection activities; and
- Performs other duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- High School Diploma or G.E.D.;
- To be eligible for appointment as a Chief Mechanical Inspector, Plans Examiner and inspector, an individual shall be certified by the Board of Rules and Appeals and shall meet the requirements of section 8-21.3(c) of Miami Dade County Code of Ordinances.
- Valid State of Florida Driver’s License.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the principles and practices of mechanical inspection and thorough knowledge of the State and Florida Building codes;
- Knowledge of the full scope of the department’s functions, applicable local laws, county and city ordinances and regulations, and State statutes that have a bearing on the department;
- Knowledge of the rules established by the Florida Department of Business and Professional Regulations;
- Knowledge of the function of the Miami-Dade County Board of Rules and Appeals, including their certification and educational programs;
- Knowledge of O.S.H.A standards, rules, and regulations;
- Knowledge of modern office practices, procedures, and methods;
- Skill in the review and interpretation of construction project plans and the technical interpretation of applicable construction codes and regulatory standards;
- Skill in written communications for the effective development and presentation of departmental reports and modifications to established codes and ordinances;
- Ability to understand and follow written and oral instructions;
- Ability to provide plans review and oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards;
- Ability to use and interpret building codes, accessibility codes, mechanical and plumbing terminology, and language used within the department;
- Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines; and
- Ability to establish and maintain effective working relationships with Village employees, departmental staff and management, contractors, engineers, architects, and property owners.
